Twenty states have followed California's lead by enacting State Data Privacy legislation and requiring businesses to notify their residents of security breaches. According to the Federal Trade Commission, identity theft affects approximately 10 million Americans every year and cost $52.6 billion in 2004, most of which was incurred by businesses.
