HP to Help Vodafone Portugal Combat Fraud

HP today announced that Vodafone Portugal will deploy the HP Fraud Management System (HP FMS) to mitigate fraudulent activity on its mobile and fixed networks.

When it is fully deployed this fall, HP FMS will help Vodafone Portugal identify, investigate and respond to fraud in both voice and data services. By mitigating fraud, HP FMS ultimately will help Vodafone Portugal protect the revenues it earns on its mobile and fixed networks - and allow the safe launch of next-generation services. The solution will protect legitimate customers against identity theft and technical fraud, making access to these new services safer.

"Fraud is a top priority for Vodafone Portugal, and we wanted a trusted partner who could deliver a proven solution," said Nuno Galveia, fraud manager, Vodafone Portugal. "HP's past success in fraud management is well-known. HP FMS's superior functionality and long-term enhancement roadmap, together with the local presence and expertise of HP in Portugal, were also elements valued by Vodafone Portugal when selecting HP to deploy a fraud management system."

HP FMS has been implemented at more than 80 service providers worldwide and helps protect revenue gathered from more than 300 million subscribers.

"Many of the innovative services that Vodafone Portugal is providing its customers also require more sophisticated fraud management," said Augusto Argento, director, Enterprise Risk Management Business Unit, Communications, Media and Entertainment, HP. "HP is working closely with Vodafone Portugal to deploy our fraud management solution to replicate the success it has earned with other operators around the world."

Fraud losses are difficult to measure since most fraud goes undetected or unreported, however, industry observers estimate the annual figure to be up to $60 billion worldwide.(1) As mobile commerce increases, operators are more vulnerable to costly "hard losses," in which they must pay for content, products or services that are stolen from a third party.

HP Fraud Management System

HP FMS is an open-architecture, scalable, highly reliable system that provides operators with the flexibility and speed they need to identify, investigate and respond to all types of fraudulent behavior from all kinds of services, including voice and data, wireless and wired.

Major features and benefits of the latest release of HP FMS include:

Greater precision in fraud detection through user-defined key risk indicators with threshold alarming and extended patterns;

Enhanced case management with improved case escalation, notification management and advanced reporting;

Advanced security and audit capabilities to guard against internal mistakes and intentional misconduct.

To maximize its functionality, HP FMS incorporates software from partners including reporting and dashboards based on Business Objects XI. It also includes case scoring based on the data mining and neural capabilities of SPSS' Clementine. HP FMS can accept data from an existing mediation device. It can also take data directly from the source, such as a network switch, and use an internal mediation layer, based on HP Internet Usage Manager, to prepare the data for analysis.

HP FMS runs on HP Integrity servers that use the HP-UX operating system as well as HP ProLiant servers with AMD Opteron(TM) processors running the Red Hat Enterprise Linux operating system. HP FMS uses the Oracle® database.

HP offers consulting services to assist operators in evaluating, planning, designing, deploying and supporting fraud and credit management programs. Extensive training services are also available.
