GTSI Adds Criminal Vehicle Identification and Capture Tool to Law Enforcement Arsenal

CHANTILLY, Va., May 24 // - GTSI Corp.(R) (NASDAQ:GTSI) announced that it has formed a partnership with Civica Software to add PlateScan(TM), Civica's powerful automatic license plate recognition software (ALPR) and hardware to GTSI's existing enterprise Mobility and Physical Security solutions. PlateScan joins other GTSI providers of components positioned to complement existing Mobile Evidence Capture (MEC) and security solutions including Panasonic, L3 Mobile Vision, Motorola, Cisco, NetApp, HP and SUN. The GTSI MEC solution includes components such as computers, servers, wireless networks, and cameras with services for installation, training and warranty support. This total solution helps law enforcement officers identify wanted vehicles and defend their departments against frivolous or retaliatory accusations. In-car digital systems capture routine traffic stops, arrests and other incidents and transmit real-time video records for admissible evidence to servers located at a collection point. This video evidence may then be used in court when or if the case comes to trial.

GTSI is among the first companies in the United States to offer PlateScan's powerful technology as part of an entire solution to improve the evidence capture process. Law enforcement agencies can use PlateScan to help them catch offenders - from traffic violators to fleeing felons to terrorists. PlateScan uses an intelligent Neural Network-based recognition engine which rapidly compares the license plate to pre-determined data bases - stolen vehicles, Amber Alerts, sex offenders, etc. - so that law enforcement officers can act quickly. The system is capable of accurate high speed plate recognition across multiple lanes of high density traffic moving at speeds of over 140 MPH. It processes four plates per second while reading from four recognition cameras simultaneously. Early adopters of the PlateScan software include the Los Angles, Sacramento, and Houston police departments.

Since the introduction of MEC solutions, law enforcement agencies have reported faster resolution of cases in addition to monetary savings. When presented with irrefutable video evidence, most offenders settle quickly, saving time and court costs.

"We are pleased to be able to offer a broad range of reliable solutions to help federal, state, and local law enforcement agencies identify and apprehend serious law breakers," said Chris Pate, Sr. Director of GTSI's Mobility and Security Enterprise Solutions Group. "Our Mobility and Physical Security Enterprise Solutions Group is focused on providing state-of-the art technology solutions to help military police, customs and border protection officers, first responders and especially local law enforcement agencies do their jobs better and faster. State and local government agencies have benefited by utilizing GTSI's U.S. Communities information technology contract. GTSI is excited about being among the first to offer this proven, powerful tool to police departments nationwide."

"I believe that the combination of GTSI's powerful distribution and support network coupled with PlateScan's superior technology can bring automatic license plate recognition into the mainstream and make this proven technology accessible to all law enforcement personnel across the United States," said Civica Software's Chairman Martin Alper. "Originally developed to thwart terrorists and deny them the use of the highways, our completely 'Americanized' system has been refined and improved to maintain that level of superiority."

PlateScan is available through GTSI's nationwide Information Technology U.S. Communities contract. For more information on this and other mobile solutions, please contact Michael St. Pierre, Product Manager - Mobility & Physical Security Solutions, at Michael.st.pierre@gtsi.com.
