ARINC Named a Prime Contractor on DoD's Anti-Drug/Terrorism Program


Annapolis, Maryland, USA, September 11, 2007-ARINC Incorporated today announced it has received an Indefinite Delivery-Indefinite Quantity (IDIQ) contract to support U.S. Department of Defense initiatives combating the global flow of illegal drugs used to finance terrorist activities (narcoterrorism).

The contract vehicle has a potential value of $15 billion over a 5-year period. It was
awarded by the U.S. Army Space and Missile Defense Command, in support of the DoD Counter-Narcoterrorism Technology Program Office (CNTPO) in Dahlgren, VA.

ARINC and four other prime contractors will compete for task orders on a wide range of deliverables such as anti-drug technologies and equipment, special-purpose vehicles and aircraft, advanced communications, security training, crew training, geographic information systems, and in-field support. About 80% of the work will be located outside the U.S. in theaters from Afghanistan to Colombia. Contractors will be expected to simultaneously provide services, critical equipment, and material.

Since 2002, ARINC has provided similar types of support to the Air Bridge Denial program of the U.S. Department of State, which focuses on the interdiction of drug traffic in South and Central America.

The DoD Counter-Narcoterrorism Technology Program Office (CNTPO) has the lead for developing technology to disrupt, deter and deny narcoterrorist activities. The Office leverages industry, academia, and government laboratories to develop and deliver prototype systems which are tested for compatibility in the operational environment and integrated into operational processes. The ability to develop and implement technology quickly is essential to combating an ever-changing and mobile terrorist and narcoterrorist threat.

Under the new contract, examples of training and support include security forces training for border police, air crew training, leasing of armored vehicles for security force training, firing range construction, and the integration of aircraft drug-detection systems. These deliverables support the logistics and implementation of the CNTPO program and operations.
