WOELFEL BEST MECHANICAL ENGINEERING ACHIEVEMENT AWARD
2006 Judges
The "Woelfel Best Mechanical Engineering Achievement Award" is presented annually by the American Society of Mechanical Engineers' International Petroleum Technology Institute (ASME-IPTI) to recognize a product, device or system displayed at the Offshore Technology Conference (OTC) which best reflects innovation in and/or practical use of mechanical engineering in energy industry-related problem solving, design improvement or performance maximization. The award is named for Albert Woelfel, a past-chair of the ASME Petroleum Division and former member of the OTC Board of Directors and OTC program chair. Prior to the OTC, five finalists are selected by an expert panel of judges.
Head Judge
Joe Fowler, Ph.D., P.E.
Joe Fowler is president and co-founder of Stress Engineering Services, Inc. A registered professional engineer in Texas, Fowler launched his career in 1969 as a project engineer with Wilson Industries in Houston. He moved onto a Senior Mechanical Engineer position with Texaco. By 1972 he co-founded Stress Engineering. Fowler received his Ph.D. and M.S. in Mechanical Engineering from Texas A&M University where he received the Hugh Scott Cameron Award for Outstanding Mechanical Engineering Graduate.
Throughout the years, ASME has bestowed on Fowler the J. George H. Thompson Award for Meritorious Service in an Engineer Under 35, the Herbert Allen Award for Technical Achievement in an Engineer Under 35, the Alan J. Chapman Award, the ASME dedicated Service Award and the Dean W.R. Woolrich Engineer of the Year Award. Fowler has been a past president and member of the executive committee of the Accreditation Board for Engineering and Technology and a chair of the American Society of Mechanical Engineers. Fowler is also a member of Pi Tau Sigma.
Phillip L. Carpentier, P.E.
Phillip L. Carpentier has worked for Shell Oil Co. in Houston for over 23 years, in both the upstream and downstream segments. He is a registered professional engineer in the State of Texas and a certified project management professional. Carpentier is an ASME Fellow, current chair of the ASME Conferences and Events Directorate, past chair of IPTI (formerly the ASME Petroleum Division) and past ASME Regional Vice President. He has B.S. degrees in mathematics and mechanical engineering from the University of Washington and a master's degree in mechanical engineering from the University of Houston. Additionally, Carpentier holds U.S. and Canadian patents for inventing a process for the recovery of natural gas liquids.

FACT SHEET/WOELFEL AWARD JUDGES - ADD 1 OF 1
Carl Langner, Ph.D.
Carl G. Langner is a consulting engineer with Carl Langner & Associates. Previous, he was a senior staff engineer for Shell E&P Technology Co. Langner graduated from the University of Texas at Austin before earning his M.S. degree from Rice University. He then went on for his doctorate in Engineering Mechanics from the University of Florida. He has received the OTC Distinguished Achievement Award, been elected into the National Academy of Engineering and was awarded the Texas Lutheran University Distinguished Alumni Award. Langner is also the author or co-author of 31 patents along with numerous industry papers.
Glenn MacDonald, P.E.
Glenn MacDonald is a Senior Staff Engineer at Stress Subsea, Inc.; an independent engineering consulting company that provides subsea and pipeline engineering services to the oil and gas industry. Areas of service provided are field architecture, subsea engineering, pipeline engineering and project management. He has worked in the oil and gas industry for more than 12 years in the areas of engineering, manufacturing and project management. This is his second career after retiring from the US Navy. Glenn is the past chair of the Petroleum Division of ASME (American Society of Mechanical Engineers) as well as the past chair of the South Texas Section of ASME. Glenn graduated from the University of Mississippi with a B.S. in Mechanical Engineering and from the US Naval Postgraduate School, Monterrey, CA, with a M.S. in Systems Technology (Applied Science).
John Vozniak
John Vozniak is President of J. Vozniak and Associates, a technical, business development and corporate consulting firm in the oil and gas industry. Vozniak was the 2000 - 2001 IPTI Chairman and has over 25 years of experience in the energy industry. Prior to forming his firm, he held positions with Diamond Products International (DPI, now ReedHycalog), Baker Oil Tools, Inter-Tech Drilling and OGCI. Additionally, Vozniak was the vice president of Maurer Engineering and the president of Maurer Trading where he conducted applied research, implemented and trained engineers and managers on horizontal, extended reach, multi lateral, coiled tubing, slim hole, casing wear and under balanced drilling technology for 120 operators and service companies globally.
