SPL Launches New Enterprise Tax Management Product

Financial Software Executive John Andrus Will Lead New Strategic Business Unit

SAN FRANCISCO, Feb. 22 - Capitalizing on the success of its customer care, billing, revenue management and collection system at the taxing authorities of the Netherlands and Mexico, SPL WorldGroup has announced the launch of a new product, SPL(R) Enterprise Tax Management (ETM).

SPL ETM is a secure, taxpayer-centric, commercial-off-the-shelf software product that helps taxing authorities maximize revenue collection.

Leading the SPL ETM strategic business unit will be financial software executive John Andrus, most recently with DFA Capital Management Inc. Previously president of SunGard Energy Systems (formerly Caminus, Inc.), a $70 million division of SunGard Data Systems, he led the development and delivery of energy trading and risk management solutions. Andrus has also held positions at such ERP providers as JGI and Marcam Corporation. He joined SPL in late January 2006 and will be president of the SPL ETM business unit.

Backing Andrus will be long-time SPL executive Supriya Mukhapadhyay, vice president of SPL ETM Operations. Mukhapadhyay has been a major force behind the architecture, development, and delivery of SPL billing systems since he joined the company in 1996. Additionally, Remy deVarenne, most recently with Affiliated Computer Services as an industry expert for tax collections and tax outsourcing, will serve as Director of Business Development.

"Most taxing authorities today use custom-built software," said Andrus. "Those aging systems are increasingly expensive to maintain and difficult to adapt to new regulations and new taxes.

"SPL's product-driven approach represents a major step forward," Andrus continues. "It lets taxing authorities configure the processes they need while maintaining flexibility and lowering total cost of ownership."

SPL ETM is based on SPL's market-leading Customer Care & Billing product, now in use at more than 60 utilities worldwide. Its flexibility, scalability, and low total cost of ownership led PeopleSoft(R) (now a part of Oracle) to include it in a package of products and services designed to help Mexico's Tax Administration Service (SAT) transform its taxation system.

As reported in 2004, the SPL/PeopleSoft package won out over SAP and Oracle after SAT conducted a comprehensive vendor evaluation that included testing each company's solution for three months in a controlled environment.

SPL repeated its taxing authority success in 2005 with a win over similar competition at Belastingdienst, the Dutch taxing authority. SPL's solution will underpin Belastingdienst's Collection Project, an initiative to consolidate and standardize individual taxpayer data generated from over 30 separate tax systems across the country. The SPL system will manage tax collection and refund disbursement for 12 million taxpayers, processing more than 60 million receivables, 90 million payments, and 40 million refunds annually.

"Launching this new strategic business unit marks a milestone for SPL," said SPL CEO Larry Hagewood. "It is a logical extension of our strength in the utility and public sector markets. We look forward to helping governments around the world improve taxpayer services, lower costs, and meet their ever-higher revenue and collection objectives."
