Japanese Distributor to Launch Services Practice Addressing Open Source and Intellectual Property Compliance

Industry analyst firm Gartner has predicted that open source software use will continue to grow in Asia, with 60 percent of large and mid-size government agencies using it in their core business processes by 2010, compared to less than 15 percent in late 2004. The government shift to an open source model is rapidly underway. In July 2007, the Japanese government issued an edict making open source adoption a priority for all government IT procurements. The central government of Japan says it plans to spend around $1.25 trillion yen, or US $10.4 billion, on IT over the next year alone. IDC also stresses the importance of managing open source, "As open source adoption expands internationally, it is critical that organizations bring in effective management, including both automated tools to manage IP combined with strong organizational and process strategies," said Melinda Ballou, program director for IDC's Application Life Cycle Management (ALM) Service, "Partnerships between automated tools vendors and service providers are key to success for open source adoption."

The increased interest in intellectual property and management stems from the continued growth of the embedded systems market. Japanese market data shows that nearly 40% of large scale embedded systems utilize open source software. According to a recent study released by the Information-technology Promotion Agency, Japan (IPA), software development costs for embedded systems reached 3.27 trillion yen, or US $28 billion in 2005, a 19.8% increase over 2004, with ongoing growth predicted to continue 20% year over year.
