BARCELONA, Spain, Feb. 12 -- NetCracker Technology announced today that it is bringing a message of "service layer innovation" to the 3GSM World Congress, the world's leading mobile communications conference and exhibition, from February 12-15, 2007 in Barcelona, Spain.
