Tyler Technologies Lands Three New School Contracts in Pennsylvania

Dallas, February 5, 2008 - Tyler Technologies, Inc. (NYSE: TYL) announced today the signing of new contracts with three school districts in the state of Pennsylvania: Council Rock School District (Newtown), Penn Manor School District (Millersville) and Springfield School District (Springfield).

The Council Rock and Penn Manor districts have purchased Tyler's MUNIS financial management solution, while Springfield has selected the Tyler Education Management solution (TEMS). All three agreements include software licenses, professional services and support.

Robert Schoch, business administrator for the Council Rock School District, said that the District's need to improve its financial accountability was an important factor in its decision to purchase Tyler's financial management software. "As financial accountability becomes more critical to the District, as a result of Pennsylvania Act 1 tax increase constraints, it is crucial that our staff have easy access to up-to-date financial information, and better financial and program analysis capabilities."

Schoch noted that Council Rock sought a solution that is intuitive and would facilitate staff productivity. He believes Tyler's MUNIS system will do just that. "The state-of-the-art features and functionality of MUNIS were attractive to the District. We also appreciate the sophistication of Tyler's approach to implementation, which will ensure that we maximize our return on investment," he explained.

In addition to purchasing applications from the MUNIS financials product suite, Council Rock Schools also purchased human resources and revenue software. The District, which educates approximately 12,500 students from Kindergarten through grade 12, will implement MUNIS Employee Self Service, MUNIS Office and MUNIS Business Objects. The District is located in Newtown, Pennsylvania.

According to Dr. Gary Mattei, director of data, assessment, technology & accountability for the Springfield School District, Tyler's Education Management solution is a good fit for the District, which serves 3,400 K-12 students. "The level of service provided by our current student information system does not meet our needs. Tyler Education Management offers the flexibility, features and service that are important to the District. It combines the functionality the District requires with Web-based applications that will give us the option to expand to our Human Resources and Finance departments in the future. When compared to the other vendors we considered, Tyler was the best choice for the Springfield School District," he said.

Penn Manor School District, which is currently implementing Tyler's MUNIS solution, contracted for financial and human resources applications. The District also selected several integrated solutions that will enable it to improve reporting and overall productivity. Penn Manor is located in Millersville, Pennsylvania and has a K-12 enrollment of more than 5,300.

"The signing of three new contracts with school districts in Pennsylvania is a result of Tyler's commitment to providing quality solutions to the education market. It also points to our reputation as a leader in public sector software. School districts that invest in Tyler's financial and education management solutions gain increased efficiency and improved access to information in return. We're pleased to welcome the Springfield, Penn Manor and Council Rock School Districts as our newest clients in the state," stated Richard Peterson, Jr., president of Tyler's MUNIS Financial Management and Education Management Solutions.
