ASC Pushes Passage of TSCA Reform During NAM's 2015 Manufacturing Summit
Joins with Coalition in Urging Speaker McConnell to Bring Bill to Floor for Vote
Bethesda, MD – Twelve individuals from eight Adhesive and Sealant Council (ASC) member companies and staff joined with 400+ other U.S. manufacturers urging Congress to pass Toxic Substance Control Act (TSCA) reform during the National Association of Manufacturer’s (NAM) 2015 Manufacturing Summit on June 2-3. ASC advocates saw their efforts rewarded when the House Energy and Commerce Committee approved H.R. 2576, the TSCA Modernization Act, by a vote of 47 yeses and one abstention.
“This year’s event could not have come at a more opportune time to advocate for TSCA reform,” said ASC’s President Matthew E. Croson. “Our members not only got the chance to meet with their elected representatives to talk about issues of importance to their companies, but they also had the opportunity to see some of those representatives taking action on probably the most important piece of legislation with regards to the chemical industry since the Clean Air Act was passed in 1990.”
ASC was a co-sponsor of NAM’s Fly In. This is the first time the Council has held a Fly In, which is part of the new Long Range Plan as ASC continues to evolve into a dynamic, proactive advocacy organization. Member companies attending the inaugural ASC Fly In included Sika, Bayer MaterialScience, Evans Adhesive Corporation, Gorilla Glue, DHM Adhesives, Franklin International, Reynolds Company and Tremco. Croson added that industry is hopeful that a final House floor vote will come before the end of June.
With regards to Senate action, ASC has joined with more than 140 members of the Alliance for American Innovation (AAI), a TSCA-reform coalition managed by the American Chemistry Council, in signing a letter to Senate Majority leader—Mitch McConnell—urging that the “Frank R. Lautenberg Chemical Safety for the 21st Century Act” (S. 697) be scheduled for a floor action prior to the August recess. S. 697 was passed in a strong bipartisan vote by the Senate Committee on Environment and Public Works on April 28.
“ASC has been involved with the effort to modernize the nation’s chemical regulatory system since 2008, and this is without a doubt the closest we have come to achieving bipartisan reform,” said Mark Collatz, ASC’s Director of Regulatory Affairs. “If we can keep the momentum going during the next few weeks, it is likely we will have a bipartisan TSCA reform bill on President Obama’s desk before Labor Day.”
