E-filing pilot program is a key part of the state judiciary’s modernization initiatives
PLANO, Texas – Tyler Technologies, Inc. (NYSE: TYL) has signed a contract with the Commonwealth of Massachusetts for Tyler’s Odyssey File Serve product to power a six-court electronic filing (e-filing) pilot program, which is expected to lead an e-filing expansion to other trial court locations across the state.
The e-filing pilot program is part of the Massachusetts judiciary’s plan to have technology play a central role in modernizing court operations. Tyler’s Odyssey File & Serve software supports e-filing via a secure Web portal, which streamlines the case filing process and provides benefits to both the filer and the court.
“We believe that technology, including e-filing, will ultimately lead to rapid and dramatic improvement in court operations and the efficiency with which we serve our judicial community and residents,” said Massachusetts Trial Court Administrator Harry Spence. “We currently store millions of pages of court documents, and those manual, paper-based processes require time-intensive data entry and people must carry those files to courtrooms. Digital storage will save the courts, attorneys, and the public significant amounts of money, and e-filing is an important step in that direction.”
Three pilot courts will be in the Massachusetts appellate courts, specifically, two in the Supreme Judicial Court and one in the Appeals Court. The other three pilot courts will be in the Massachusetts Trial Court - commencing in one court location in the District, Boston Municipal, and Probate and Family Court departments, with anticipated future expansion to other locations and court departments. In the Trial Court, the e-filing system will be for individual attorneys and self-represented (pro se) litigants, mostly in select civil case types. The appellate court pilots will involve civil and criminal appeals.
“Massachusetts courts are ready to embrace a more efficient delivery of justice through the use of technology that allows our staff to serve the public, rather than doing data entry,” said Chief Justice of the Trial Court Paula M. Carey. “Our mission is to deliver justice with dignity and speed, and technology is a key component of that mission. The e-filing pilot program is one of many ways we are working with court leaders to increase access and improve services for all court users.”
Tyler’s experience providing e-filing for courts was a significant factor in Massachusetts’ selecting Tyler as its partner for the e-filing pilot program. Odyssey File & Serve currently processes more than 4 million filings per year and supports more than 100,000 users nationwide. File & Serve implementations include seven statewide court e-filing projects. The Texas Office of Court Administration successfully deployed the mandatory eFileTexas.gov e-filing system powered by Tyler’s Odyssey File & Serve infrastructure.
“Nationally, electronic filing and the move to digitized court documents have allowed courts to improve service to their constituents while also increasing efficiency, and we believe that Massachusetts courts and their constituents will benefit greatly from our File & Serve solution,” said Bruce Graham, president of Tyler’s Courts & Justice Division. “We are proud to partner with Massachusetts courts and look forward to helping them achieve their goals for the e-filing pilot program.”
