CollabNet's TeamForge ALM Platform Supports Community Software Collaboration at the DoD with Forge.mil

TeamForge community architecture brings cross-departmental and third-party collaboration to thousands of software developers that support the Department of Defense

BRISBANE, Calif. - CollabNet, the leader for Enterprise Cloud Development and Federated ALM, today announced that its TeamForge platform is helping the Department of Defense significantly speed software deployment, cut costs and improve software quality through the highly successful Forge.mil project. The Forge.mil software platform, based on TeamForge, is used by more than 24,000 stakeholders across internal teams and third-parties to deliver military software that meets the highest standards in security and quality. Estimates from the Defense Information Systems Agency (DISA) indicate savings range from $18,000 per project for small teams (1-15 developers) to as much as $1.2 million per project for enterprise groups (300-2,000 developers).

Created in 2009 by DISA, an agency within the DoD, Forge.mil is available to U.S. military, DoD government civilians and its contractors and partners. It was founded based on the success of earlier collaborative software initiatives, with the goal of extending cross-team and cross-function collaboration across all of the DoD. The DISA Chief Technology Office team evaluated multiple application lifecycle management (ALM) products, concluding that CollabNet TeamForge provided the most appropriate capabilities and fastest time to delivery. Currently there are more than 24,000 registered users, 900 projects, 200 active groups and more than 2,900 applications hosted on the TeamForge/Forge.mil platform.

The Forge.mil project is part of a broad initiative by the DoD to promote efficiency and collaboration for complex projects, such as the development and deployment of mission-critical software. Code reuse and quality improvements, and acceleration of time to market for new applications, are cited as primary benefits of Forge.mil to the DoD. The TeamForge platform allows code sharing with consistent change and configuration management, reducing the need to reinvent software code that already exists. This not only drives efficiency, but promotes collaboration, higher software quality and increased agility. Also, Forge.mil's standardized processes for project on-boarding, planning and execution accelerate start-up time for projects while meeting compliance requirements.

Case Studies

Communications and Electronics Command (CECOM) Software Engineering Center: manages maintenance of software ranging from embedded systems to inventory and logistics management applications. To address a lack of visibility and traceability across the software lifecycle, CECOM selected TeamForge/Forge.mil because it met existing DoD standards and provided superior flexibility, ease of use and functionality. With 18 projects completed, CECOM has benefited from accelerated start-up times and improved visibility and collaboration.

Army Armament Research, Development and Engineering Center's (ARDEC's) Automated Test Systems Division (ATSD): provides test sets for weapon systems, such as Abrams, Bradley, Paladin and Howitzer. ARDEC ATSD migrated from a locally hosted TeamForge instance to Forge.mil to gain secure access through CAC/certification authentication, reduce costs for licenses and server management, and increased collaboration. With more than 15 projects completed, the organization has benefited from end-to-end traceability, process workflow enforcement, and improved integration with contractors and multi-team collaboration.

Both organizations expect to broaden their use of Forge.mil by automating continuous integration using Jenkins integrations, expanding and scaling Agile practices and adding more teams.
