Along with investigations into 19 major accidents, 221 regional accidents, and 18 international aviation accidents, 2008 highlights include 34 major reports and accident briefs adopted, 129 safety recommendations issued, and 67 safety recommendations closed.

Her testimony focused on how the DSW rule removes regulatory barriers that inhibit the recycling of manufacturing wastes while simultaneously providing an environmental benefit by reducing waste. Based on such points, Abrams urged the EPA to deny Sierra Club's petition.
