ASTM Air Quality Standard covers selection of sampler types.

Proposed standard ASTM WK45755, Guide for Selection of Quantitative Passive Samplers for Volatile Organic Compounds in Air, will help users decide which air sampler type best suits application requirements. Aspects will include sampler geometry, sorbent choice, sampling time, target species concentration, and sampling environment. According to ASTM member Nicola Watson, no guide is currently available that goes through points to consider when choosing such devices. NEMA publishes electrical equipment enclosure standard.

NEMA 250-2014 Enclosures for Electrical Equipment (1,000 V Max) covers requirements to provide protection to enclosed equipment against specific environmental conditions, and supplements requirements that are contained in individual product standards. NEMA 250 does not cover requirements for protection of enclosed equipment against condensation, icing, corrosion, or contamination, which may occur within enclosure or which may enter via conduit or unsealed openings. XTO to Restore Areas damaged by natural gas extraction.

XTO Energy, Inc (XTO) will spend estimated $3 million to restore 8 sites damaged by unauthorized discharges of fill material into streams and wetlands in connection with hydraulic fracturing operations. Additionally, XTO will implement plan to comply with federal and state water protection laws at West Virginia oil and gas extraction facilities that use horizontal drilling methods. Company will also pay civil penalty of $2.3 million for violations of Section 404 of the Clean Water Act. Read More

ASTM Standard covers HDPE compounds in plastic piping.

ASTM WK39447, Specification for Metric Outside Diameter Polyethylene (PE) Plastic Pressure Pipe (DRPN), will cover premier high-density polyethylene compounds used in plastic piping systems worldwide. Standard establishes material and product requirements, and tests for verification of compliance. It will be limited to PE4710 that is hydrostatic design basis- and hydrostatic design stress-rated using ASTM procedures; and PE100 that is minimum required strength-rated using ISO procedures. Proposed ASTM standard, ASTM WK45240, Test Methods for the Particle Size Distribution Measurement of Powdered Materials by Wet and Dry Laser Diffraction, will set out general approach to measuring powders, suspensions, or slurries using appropriate wet or dry methodology. Standard will provide practical guidance on sampling, dispersion, verification, and correct use of optical constants. IPC releases PCB industry results for November 2014.

According to November findings from its monthly North American PCB Statistical Program, strong year-on-year order growth kept PCB book-to-bill ratio high, while sales remained slightly below last year. Total PCB shipments decreased 3.4% in November 2014 from November 2013, bringing year-to-date shipment growth to -1.2%. Compared to previous month, PCB shipments were down 5.0%. PCB bookings increased by 12.4% compared to November 2013, improving year-to-date order growth rate to -0.1%. Read More

Web Video explains carbon neutrality.

AF&PA and American Wood Council have launched web video explaining what "carbon neutral" means — from a biomass users' perspective — in 90 seconds. Paper and wood products manufacturing facilities use all parts of raw material to not only manufacture products, but also create more than two-thirds of the energy needed to do so. Texas Companies, Chinese Manufacturers found in violation of CAA.

Texas-based companies Jonway Motorcycle (USA) Co, Ltd and Shenke USA, Inc, as well as 4 manufacturers in China, violated Clean Air Act (CAA) by importing and selling 11,000+ motorcycles and ATVs that did not conform to specifications previously certified to EPA or lacked EPA certification. Resulting civil penalty was $1,258,582, and EPA also denied select applications for certificates of conformity for select model year 2015 highway motorcycles and RVs. Read More

National Regulations safeguard disposal of coal ash.

EPA announced first national regulations to provide for safe disposal of coal combustion residuals from coal-fired powered plants. Final rule establishes safeguards to protect communities from coal ash impoundment failures, like the Kingston, TN spill in 2008, and establishes safeguards to prevent groundwater contamination and air emissions from coal ash disposal. In addition, final rule supports responsible recycling of coal ash by distinguishing safe, beneficial use from disposal. Read More

Proposed ASTM standard WK38734, Test Method for the Determination of Particulate Fluorides and Hydrofluoric Acid Using Filter Sampling and Suppressed Ion Chromatography, will help prevent overexposure to hydrofluoric acid/hydrogen fluoride by workers. Targeting analytical laboratories and field industrial hygienists, standard can be used to measure airborne concentration of gaseous HF and particulate fluorides at levels "well above and below" applicable occupational exposure limits. ASTM Standard covers color and appearance of vinyl siding.

ASTM D7856, Specification for Color and Appearance Retention of Solid and Variegated Color Plastic Siding Products Using CIELab Color Space, will enable manufacturers of color plastic vinyl siding to enhance color and appearance retention of their products. Standard will be used by siding manufacturers, developers, and suppliers of color systems and outdoor weathering laboratories. EPA aims to protect public from harmful lead exposure.

EPA announced 62 enforcement actions that require renovation contractors and training providers to protect people from harmful exposure to lead dust and debris, as required by EPA's Lead-based Paint Renovation, Repair, and Painting standards. Enforcement actions include 55 settlements and 6 complaints for renovations performed on pre-1978 homes and child-care facilities. All require that alleged violators certify compliance with RRP standards and, in most cases, pay civil penalties. Read More

Revised Standard paves way for use of SIP fuel in airliners.

Renewable Synthesized Iso-Paraffinic fuel has now been included in ASTM International standard D7566, Specification for Aviation Turbine Fuel Containing Synthesized Hydrocarbons. Standard has been revised to incorporate international material specifications for SIP, or low carbon aviation fuel, ensuring fuel quality equal or superior to petroleum-derived aviation turbine fuels.
