ELFA March 2012 MLFI shows increases in new business.

Reporting economic activity for equipment finance sector, ELFA's Monthly Leasing and Finance Index (MLFI-25) shows overall new business volume for March up 10% from same period in 2011, 36% compared to previous month, and 17% year-to-date. Receivables over 30 days increased to 2.8% from 2.5% in February and declined 20% compared to 2011. Charge-offs increased to 0.7% from 0.5% of previous month and decreased by 46% compared to previous year. Read More

NIST Advisory Committee sends 2011 annual report to Congress.

According to 2011 annual report by Visiting Committee on Advanced Technology, NIST is the agency best positioned to support U.S. advanced manufacturing agenda. Report highlights NIST's significant progress in major programmatic and operational activities, including standards policy, measurement services, safety, and NIST reorganization. It also endorses NIST's strategic planning process and supports president's fiscal year 2013 budget increases for NIST. Read More

Comments Sought on tetrapod walker drum tester standard.

Subcommittee D13.21 on Pile Floor Coverings seeks experts who may be using ASTM D5251, Practice for the Operation of the Tetrapod Walker Drum Tester, in hopes of gauging current level of interest in said standard. ASTM D5251 describes equipment and operation of Tetrapod Walker for testing unused pile floor coverings with thickness of 20 mm or less. Anyone who uses D5251 is encouraged to join in revising standard, which is scheduled to withdrawn later in 2012 if not revised/reapproved. Read More

National Work Zone Awareness Week is underway.

State transportation departments across USA will be promoting "Don't Barrel Through Work Zones - Drive Smart to Arrive Alive" message during National Work Zone Awareness Week (April 22-28). Among other events, departments of transportation in Washington, Mississippi, and Tennessee launched Operation Go Orange events that encourage local businesses, government agencies, and state employees to wear and/or prominently display color orange as reminder to drive safely through work zones. International Accreditation Forum and International Laboratory Accreditation Cooperation have announced the theme of World Accreditation Day 2012: Accreditation - Supporting Safe Food and Clean Drinking Water. According to ILAC, it is critical that consumers have confidence in safety, security, and authenticity of food and water they consume. ASTM Committee approves standard for acoustic emission testing.

April 25, 2012

ASTM International Committee E07 on Nondestructive Testing has developed standard ASTM E2863, Practice for Acoustic Emission Examination of Welded Steel Sphere Vessels Using Thermal Pressurization. Pertaining to gas-filled pressure vessels used aboard aircraft for fire suppression, standard will allow Halon bottles to be recertified at maintenance facility and immediately returned to aircraft. U.S. Department of Transportation requires periodic recertification of bottles. Read More

Baldrige Performance Excellence Program, managed for 25 years by NIST in collaboration with private sector, has announced that it is transitioning to new business model that will move program from federal government funding to self-sustaining operation. New business model focuses on expanding markets, strategic partners, and customer relationships, with goal of long-term sustainability and growth for Baldrige Program and its partner, Baldrige Enterprise. Construction Materials Prices increase 1.4% in March 2012.

April 24, 2012

According to U.S. Labor Department's April 12 producer price index (PPI) report, construction materials prices rose 1.4% in March. This represents largest monthly increase since April 2011. On quarterly basis, construction materials prices increased 2.7% and are 3.8% higher than March 2011. Nonresidential construction materials prices, following similar pattern, moved up 1.6% for month, 2.9% for quarter, and 4% year over year. Read More

NIST Proposes Update to Digital Signature Standard.

NIST announced proposed changes to FIPS 186-3, known as Digital Signature Standard, which specifies how to implement digital signatures that can be used to ensure integrity of electronic documents as well as identity of signer. Posted for public comment on April 10, 2012, proposed revisions clarify how to implement digital signature algorithms in said standard. Also, inclusions within proposed revision allow use of additional approved random number generators. Read More

AMCA announced that ANSI's Board of Standards Review approved reaffirmation of ANSI/AMCA Standard 204-05(R2012), "Balance Quality and Vibration Levels for Fans." Standard may be used to define appropriate fan balance quality and operating vibration levels to individuals who specify, manufacture, use, and maintain fans. Read More

BIO Says Farm Bill must promote energy security.

In addition to thanking Senate Agriculture Committee Chairwoman Debbie Stabenow and Ranking Member Pat Roberts for reauthorizing key Farm Bill energy title programs, BIO expressed disappointment that Committee's mark eliminates or cuts mandatory funding for said programs. BIO's Brent Erickson noted positive impact of Farm Bill's energy programs and said "progress in renewable energy projects that are creating good, permanent jobs...would come to a halt" without meaningful funding. ASTM Committee working on cured-in-place manhole liner standard.

Proposed standard ASTM WK36573, Practice for the Installation of a Single-Sized Cured-in-Place Liner for Manholes Having Various Sizes, will apply to all shapes and types of manholes, wetwells, catch basins, and similar structures. Once approved, this standard will be of use to owners of buried utility systems such as municipal sewers, telecommunications, power, and similar systems. Participants Sought for intergranular attack standard revision.

ASTM International Committee A01 on Steel, Stainless Steel, and Related Alloys encourages interested parties to contribute to revision of ASTM A262, Practices for Detecting Susceptibility to Intergranular Attack in Austenitic Stainless Steels. While standard is frequently used to test corrosion resistance of austenitic stainless steels in specific environments and generally against intergranular attack, revisions hope to enhance robustness, repeatability, and reproducibility.
