EPA GHG Permitting Requirements maintain focus on large emitters.

U.S. EPA will not revise greenhouse gas (GHG) permitting thresholds under Clean Air Act (CAA). Final rule - part of EPA's common-sense, phased-in approach to GHG permitting under CAA, announced in 2010 and upheld by U.S. Court of Appeals for D.C. Circuit - maintains focus on nation's largest emitters that account for nearly 70% of total GHG pollution from stationary sources. EPA is also finalizing provision that lets companies set plant-wide emissions limits for GHGs. Read More

NREL Researcher selected for DOE Early Career Research Program.

Kirstin Alberi, researcher at U.S. Department of Energy's (DOE) NREL, has been selected by DOE's Office of Basic Energy Sciences as one of 68 scientists to participate in DOE's Early Career Research Program. Based on her work on "Light-Stimulated Epitaxy of Novel Semiconductor Alloys and Heterostructures," Alberi is eligible to receive up to $2.5 million in research grants over 5 years. Her project explores use of energy from light to aid semiconductor film growth. Read More

Biofuel Trade Organizations petition to intervene in AFPM v. EPA.

Six biofuel industry organizations jointly petitioned U.S. Court of Appeals for District of Columbia to intervene in lawsuit filed by American Fuel and Petrochemical Manufacturers and Western States Petroleum Association against U.S. Environmental Protection Agency. Organizations are asking to join AFPM et al. v. EPA suit to support EPA's denial of waiver of 2011 Cellulosic Renewable Volume Obligation under the Renewable Fuel Standard. Read More

NTSB makes recommendations to FAA on amateur-built aircraft.

July 16, 2012

NTSB recommendations A-12-28 through -39 for FAA include changes to fuel system and flight test procedures for powered experimental, operating amateur-built aircraft. Also requested is means to document aircraft's performance data and operating envelope. Board also recommends changes to Amateur-Built Aircraft and Ultralight Flight Testing Handbook, guidance for issuance of Letter of Deviation Authority, and revision of Civil Aircraft Registry database. NTSB issues safety monitoring recommendations to FMCSA.

July 16, 2012

Safety recommendations H-12-13 through -19, issued by NTSB to Federal Motor Carrier Safety Administration (FMCSA), include guidance for motor carriers on using onboard monitoring systems, and determining they reduce accidents or injuries. Board also suggests states retain records from Commercial Driver's License Information System for 10 yr. In addition, it suggests rating scores to determine carrier's fitness and process for identifying causes of safety risks found during compliance reviews. Read More

NIST Seeks Comment on federal ID credential security standard.

July 16, 2012

NIST released second-round draft version of updated security standard for identity credentials in Personal Identity Verification (PIV) cards used by federal employees and contractors. Comments are sought by August 10, 2012 from public on this document, Federal Information Processing Standard (FIPS) 201, which will be last draft before final version is published. Requirements include that all PIV cards contain IC chip for storing electronic information, PIN, and protected biometric data. Read More

HID Lamp Shipment Indexes show growth for first quarter.

July 16, 2012

NEMA's HID lamp shipment indexes returned to positive growth territory during first quarter of 2012, with each type showing year-over-year gains. Sodium vapor lamps increased 2.9%, while shipments of mercury vapor and metal halide lamps increased 5.0% and 0.1%, respectively. Market shares for sodium and mercury vapor lamps increased by 0.5 and 0.1 percentage points to 32.8 and 4.6%, respectively. Metal halide lamps posted share of 62.5%, a decline of 0.7 percentage points on year-over-year basis. Read More

ACerS-NIST Database adds approximately 1,400 new diagrams.

July 13, 2012

Under new agreement with its partner, American Ceramic Society, NIST is offering single-user licenses to ACerS-NIST Phase Equilibria Diagrams database for $950, down from $2,995. Developed from masses of data and models, diagrams tell engineer what compounds and crystal structures will result from mixing set of starting materials in given ratios at given temperature. Version 3.4 has approximately 24,800 diagrams, including 892 entries with approximately 1,400 new diagrams. Read More

ICAO Committee establishes metric for aviation emissions.

Metric established by ICAO Committee on Aviation Environmental Protection (CAEP) will form basis of ICAO CO2 standard, setting way for CAEP to complete work on standard to reduce aviation fuel consumption and CO2 emissions. Based on fuel used per unit distance at 3 different cruise conditions, metric system defines how aircraft CO2 emissions can be evaluated in way that is relevant to its operation. ASTM International Committee E06 on Performance of Buildings presented Award of Merit and title of fellow to Robert J. Kudder, Ph.D., senior consultant at Raths, Raths, and Johnson Inc. in Willowbrook, IL. Member of ASTM International member and Committee E06 since 1984, Kudder served one term as E06 membership secretary from 2000-2005 and received E06 Award of Appreciation in 2007.
