In 2004, Homeland Security Presidential Directive-12 (HSPD-12) mandated that a standard be developed and implemented for secure and reliable identification for communications among U.S. government agencies and their contractors. This resulted in the use of CACs to provide identification and strong two-factor authentication for the U.S. Department of Defense (DoD) systems.
