UMTS-Based Technology Recently Selected for New York's Citywide Mobile Wireless Network Offers Key Benefits for Government Agencies

SAN BRUNO, Calif., Oct. 18 /-- IPWireless today announced a complete mobile broadband solution for the 700MHz public safety band that will bring all the benefits of the solution recently selected by New York City. The UMTS TD-CDMA-based solution has the flexibility to operate in all 700MHz band plans currently being considered by the FCC and offers government agencies a host of performance advantages over other technologies.

IPWireless technology provides benefits critical to a public safety solution. IPWireless inter-cell interference mitigation technology gives the technology higher performance throughout the cell by cancelling interference from surrounding cells, which is especially important when operating in lower spectrum bands such as the 700MHz band. This allows high data throughputs and system stability even when a larger number of first responders are clustered near the cell edge when responding to a major incident. On the downlink, the technology can support multi-megabit speeds to more than 95 percent of the cell area. Its high uplink throughput supports data-intensive applications such as a large number of video surveillance cameras.

The solution includes the network infrastructure and network management systems, as well as a range of devices from PCMCIA and CF cards to embeddable modems for video cameras and traffic light controllers. The solution supports very high-speed mobility, with tests at speeds of up to 135 mph. The technology also prioritizes the radio traffic by type of user as well as type of application; thereby ensuring the system always allows service to the highest priority users. IPWireless technology also provides excellent indoor coverage in relatively large cells compared to other technologies targeted at public safety broadband applications.

Another significant benefit of the IPWireless 700MHz band public safety solution is its ability to maximize performance in the various spectrum scenarios being considered by the FCC for the band. IPWireless multi-chip rate technology allows the technology to operate in a range of channel sizes, from as small as 1.5MHz to as wide as 10MHz, without relying on the expense of multi-carrier solutions. The technology can also work in either TDD mode in unpaired spectrum or FDD mode in paired spectrum, with devices being able to operate in either mode. This dual-band, dual-mode technology is already deployed commercially in the company's nationwide network with T-Mobile in the Czech Republic. New York City's Department of Information Technology & Telecommunications announced in September that it had awarded IPWireless's partner, Northrop Grumman Corporation, a five-year $500 million contract to provide the city's broadband public-safety wireless network, the most comprehensive project of its kind. New York selected the Northrop Grumman and IPWireless solution after a lengthy collaborative evaluation among representatives from DoITT, NYPD, FDNY and DOT, including the City's independent quality assurance consultant, the New York State Technology Enterprise Corporation (NYSTEC). The evaluation included a seven-month pilot that covered a section of Lower Manhattan. IPWireless performance in a series of rigorous technical criteria proved that its technology was most successful in emergency simulations and multiple failure scenarios, including loss of commercial power and telecommunications services.
