For individuals, the focus is protecting life and property: check the generator, board up, buy water & batteries, and, if mandated, get out of Dodge. Federal, state, and local emergency management, however, must be prepared to provide food, water, shelter, and emergency services for thousands of people during and well after the hurricane has passed.

A disproportionate amount of effort in the aftermath of a hurricane or other disaster goes to a single task – unloading trucks. With no electricity, they must rely on pure manual labor or the improper use of a forklift. After a single major storm, this can be thousands of hours of labor.
