Flemish Government Reinvents Citizen Services with HP Application Transformation Solutions


Instant-On government services streamline operations, increase citizen satisfaction

PALO ALTO, Calif.- HP today announced that the Flemish Government is using HP Application Transformation solutions to transform its technology environment and enable it to provide Instant-On government services to more than 6 million Belgian citizens.

With more than 70 different agencies serving citizens entitled to government benefits, the Flemish Government previously handled benefits processing and distribution using a manual, paper-based system. This resulted in citizens and businesses submitting the same information multiple times to different agencies, resulting in data redundancy as well as conflicting or erroneous information.

Working with HP, the Flemish Government has developed a state-of-the-art, interagency data exchange platform designed for once-only data collection, driving up efficiency and citizen satisfaction.

The platform, known as MAGDA (Maximum Data Sharing between Agencies), is based on a service-oriented architecture and enables the Flemish Government to create and modernize applications to create new services that can be deployed quickly. By embedding technology into all of its processes, the Flemish Government has increased its responsiveness to the changing needs of its citizens and the marketplace.

"Working with HP, we built a platform that streamlines government and IT operations, enhances the security of our IT assets and citizen data, while at the same time delivering better service. We now spend less effort on time-consuming manual processes and have more resources to focus on innovation and delivering new services to our citizens."

The collaboration between the Flemish Government and HP has driven a solution framework that is recognized throughout the European Union and the rest of the world as an e-Government best practice.

With all citizen and enterprise data now captured on MAGDA, the Flemish Government is working with HP to secure its IT infrastructure. Through a role-based access-control system, MAGDA protects citizen privacy by allowing only those who should have access to certain data to get it.
