Emerson Completes WDPF®-to-Ovation® Migration and Turbine Control System Retrofit at CPS Energy's Spruce Unit 1

Integrated Ovation® system provides fully coordinated boiler and turbine control for optimized plant operations

PITTSBURGH, PA (Sept. 27, 2007) - Emerson Process Management announced today that it has completed a WDPF®-to-Ovation® migration and turbine control system retrofit at CPS Energy's J.K. Spruce Power Plant Unit 1, a 550-MW unit located at Calaveras Lake, near San Antonio. The contract was awarded by Calaveras Power Partners, a consortium of Zachary Construction, Black & Veatch and The Industrial Company.

Since 1988, Spruce Unit 1 utilized Emerson's previous-generation WDPF distributed control system. In April 2007, Emerson completed a WDPF-to-Ovation control system migration that encompassed the existing boiler controls, balance of plant controls, data acquisition and scrubber controls. The Ovation system now also controls the solids fuel handling system, boiler feedpump turbines and coal handling. The migration allowed CPS Energy to preserve its previous investments in WDPF I/O cards and cabling while also enabling them to take advantage of the enhanced functionality of the Ovation control system.

From the beginning, Emerson designed the Ovation system to allow a straightforward migration path for users of its WDPF systems. This proven, economical alternative to complete system replacement offers WDPF customers the latest technology while allowing them to retain much of their control system investment, such as existing I/O cards, field cabling, terminations and cabinets; as well as their engineering investment in control logic, graphics and the database.

For the turbine controls retrofit portion of the project, Emerson, a leader in the design, installation and support of steam, gas and boiler feedpump turbine control solutions, replaced existing GE Mark IV DCM turbine controls and Woodward 505 boiler feedpump turbine controls with Ovation technology. Emerson's ability to support installation during a scheduled 14-day outage during the spring of 2006 - an extremely short outage for a turbine retrofit - was key to the project's success.

For CPS Energy, Emerson's ability to provide an integrated solution results in fully coordinated boiler and turbine control that translates into unit-wide compatibility, improved unit stability, responsiveness and thermal efficiencies; tighter overall control of plant operations; and a concise view of key plant and turbine parameters.
In the spring of 2007, based on the successful completion of the Spruce Unit 1 project, Calaveras Power Partners selected Emerson to install its PlantWeb® digital plant architecture with the Ovation control system at Spruce Unit 2, a new coal-fired facility slated to go into service in 2010.

"We were looking for an integrated solution and Emerson offered the combination of leading-edge technology and technical expertise we wanted in a control systems supplier," said Patrick Kennedy, lead instrument and controls engineer for Calaveras Power Partners. "In addition to their proven WDPF-to-Ovation migration, Emerson's ability to perform the turbine control system retrofit within an extremely tight timeframe contributed to the overall success of the Spruce Unit 1 modernization project."

"We view our participation in the Spruce projects as a testament to our industry-leading plant and turbine control technologies, as well as the expertise of our people," said Bob Yeager, president of the Power & Water Solutions division at Emerson. "Our proven control technologies will play a vital role in helping manage critical power generation processes, increase plant efficiencies and availability, and realize long-term operations and maintenance savings."
