Department of Interior Selects Northrop Grumman for ePlanning Contract


MCLEAN, Va., Nov. 6, 2006 -- Northrop Grumman Corporation (NYSE:NOC) was awarded a contract to design and develop a software system that will help improve how the Bureau of Land Management creates land use planning documents, publishes documents for public review and analyzes public comments.

The contract was competitively awarded under the General Services Administration Schedule 70.

The software, called ePlanning Version 2, is an enterprise server application with an internal interface for resource management plan creation. It also includes a public-facing Web application that allows data and documents to be accessed by the general public via a Web browser.

Under the terms of the contract, Northrop Grumman's Information Technology (IT) sector will integrate commercial-off-the-shelf software products that provide enterprise content and workflow management, eXtensible Markup Language editing and publishing, and geospatial analysis and cartographic output capability for the ePlanning system.

The Bureau of Land Management's planning documents contain hundreds of detailed maps that will be published on the Web alongside the text-based documents. To accomplish this, ePlanning provides automated tools and information technology so planning teams can easily create these integrated documents as the Bureau of Land Management does land use planning.

"As the Bureau of Land Management progresses into a new era of land use planning, it has become necessary for the agency to leverage information technology to create more efficient business practices and encourage an open and collaborative process," said Sidney Fuchs, president of the Civilian Agencies Group for Northrop Grumman IT. "Northrop Grumman's integration and geospatial expertise will help the agency achieve its goals of building a dynamic and interactive land use planning system."

Northrop Grumman's solution includes a geospatial application to conduct spatial analysis, develop alternatives to land use planning options, and create maps to assist in the land use planning process.

The goals of ePlanning are to provide a common look, feel and functionality for Bureau of Land Management planning documents through enterprise solutions; establish a new and efficient method for public participation in the planning process; create reusable data for processing post-planning actions; create an administrative record; and move land use planning from a human-intensive project to an automated process.

Work on the contract will be done over two years in Lakewood, Colo.
