United Telecom Limited Selects UTStarcom's Gigabit Ethernet Passive Optical Network Solution to Construct Fiber Network in Goa, India

ALAMEDA, Calif., May 22, 2007 /-- UTStarcom, Inc. (Nasdaq: UTSI), a global leader in IP-based, end-to-end networking solutions and services, today announced a contract with United Telecom Limited to deploy its Gigabit Ethernet Passive Optical Network (GEPON) fiber access solution to serve as the foundation for the new Statewide Area Network (SWAN) in the state of Goa in India. A pioneer in the development and management of eGovernance and next-generation network infrastructure solutions, United Telecoms Ltd is the first company to deploy GEPON technology to deliver e-Governance and triple play services to the citizens of Goa.

"Bridging the digital divide is a global challenge many countries face as the availability of broadband services expand beyond metropolitan cities into remote regions of the world," said David King, senior vice president of international sales and marketing at UTStarcom, Inc. "This contract represents our first GEPON contract win in India and is further proof of UTStarcom's dominant position as the leading provider of innovative broadband technologies to the Indian market."

UTStarcom's FTTx solution will be used to provide high-speed fiber connectivity across all state government offices in Goa for running e-Governance applications. The network will be capable of delivering up to one gigabit-per-second bandwidth to each office and is expected to be extended in the near future to cover the sub-districts and villages to enable the Goa state government to provide better services to its citizens.

"The cooperation with UTStarcom ideally complements our portfolio and helps us provide innovative solutions that fit the unique requirements in India," said Dr. Rajmohan Rao, managing director at United Telecom Limited. "UTStarcom's fiber solution will enable us to deliver high-speed access to our subscribers over which we intend to offer a slew of services including e- Governance applications, broadcast-quality IPTV and on-demand entertainment services, tele-medicine, distance learning and e-commerce."

About UTStarcom's GEPON Solution

Compliant with all IEEE standards, including the IEEE802.3ah standard for Ethernet PON (EPON), UTStarcom's GEPON product family includes a BBS1000 Optical Line Termination system (OLT) for deployment at the Central Office (CO) as well as an Optical Network Unit (ONU) for deployment at the customer's premises. The OLT provides a direct optical interface to the IP core, while the ONU terminates the PON at the customer's premises. Together, the two units complete the end-to-end optical last mile, providing up to one gigabit per second of bandwidth to residential and business customers.

Advanced Layer 2 and Layer 3 switching and routing functionality eliminates the need for carriers to deploy additional network equipment at the metro edge, making GEPON an optimal transport platform for support of bandwidth-intensive triple-play services. Powerful embedded Operation, Administration, and Maintenance (OAM) enable operators to perform flexible provisioning, remote diagnostics and remote system upgrades.
