Tennessee's Largest County Selects Tyler Technologies' Odyssey® Court Management System


Shelby County courts to benefit from streamlined workflow, shared data access



PLANO, Texas – Tyler Technologies, Inc. (NYSE: TYL) today announced that Shelby County, Tenn., has chosen Tyler’s Odyssey® court case management system to modernize and streamline court processes. Shelby County will benefit from enhanced digital services that enable more efficient operations and a more user-friendly experience for the legal community and the general public. The multi-year contract includes software licenses, implementation and support.



With approximately 1 million residents, Shelby County is Tennessee’s largest county by population, and is home to Memphis, the state’s most populated city. The county cited several reasons for choosing Odyssey, including the system’s maturity, ease of use and success in complex county and statewide implementations, Tyler’s evergreen philosophy of including all future Odyssey updates as part of the annual maintenance agreement, and the long-term stability of Tyler as a company.



Odyssey will be applied to Shelby County’s General Sessions Criminal Division and Criminal Courts - which together process approximately 278,000 filings annually - as well as the county’s Pre-Trial Services Division and Supervision Unit. Odyssey replaces the county’s aging in-house system, which was deployed in 1996. Shelby County also was attracted to Odyssey because it’s a commercial off-the-shelf (COTS) software solution requiring little to no customization. Automated processes will enable the county to move from manual, labor-intensive tasks to a system that integrates with multiple agencies and provides easy access to records for courts personnel and Shelby County residents.



Shelby County chose Odyssey through a competitive bidding process, and its evaluation committee included judges, IT personnel and administrators, many of whom visited Odyssey customer Clark County, Nev., home to Las Vegas, to see the system in action.

In total, Odyssey has been selected for use in more than 500 counties in 19 states, serving more than 75 million residents. Odyssey has been successfully deployed statewide in Indiana, Minnesota, New Hampshire, New Mexico, North Dakota and South Dakota; statewide implementations in Maryland, Oregon, Rhode Island and Washington are currently under way.



Shelby County is an existing Tyler client, having earlier this year signed a contract for the Versatrans® student transportation management solution, part of Tyler’s integrated software solutions for the K-12 school market. Shelby County has the 14th largest school district in the U.S. The county also uses Tyler’s iasWorld® appraisal and tax solution.
