NERC PRC-005-3 Updates


Utility Battery Testing Compliance – What’s New?!



NERC (North American Electric Reliability Corporation) is continuing to make changes to standard PRC-005. In November 2012, NERC Standard PRC-005-2 was officially approved by the NERC Board of Trustees. The purpose of NERC PRC-005-2 is to document and implement programs for the maintenance of all protection systems affecting the reliability of the Bulk Electric System (BES) so that these Protection Systems are kept in working order. All North American utilities must comply with NERC Standards.



Almost immediately NERC drew up a draft for PRC-005-3 that will likely replace PRC-005-2. The standard modifies PRC-005-2 to address the directive issued by FERC (Federal Energy Regulatory Commission) in Order No. 758 for “NERC to include the maintenance and testing of reclosing relays that can affect the reliable operation of the Bulk Power System.”



The Future Development Plan is as Follows:

1. Post for 30-day formal comment (April 2013)

2. Post for a concurrent 45-day comment and initial ballot (June 2013)

3. Conduct recirculation ballot (August 2013)
