ASTM Standard approved for Emergency Operations Center development.

General Guidelines for the Development of Emergency Operation Centers are Given in a New ASTM Standard



W. CONSHOHOCKEN, Pa.-ASTM International Committee E54 on Homeland Security Applications is currently developing a series of proposed standards on emergency operations centers. The first of these standards, ASTM E2668, Guide for Emergency Operations Center (EOC) Development, has now been approved.

ASTM E2668 is under the jurisdiction of Subcommittee E54.02 on Emergency Preparedness Training and Procedures.

"ASTM E2668 provides common sense, step-by-step procedures for designing an emergency operations center," says Glenn Wisbey, logistics operations branch manager, North Carolina Division of Emergency Management. "The checklist at the end of the standard is most useful for program managers when developing and tracking work in the technology program management model or other project modeling software."

Emergency managers, business continuity managers and support staff will all be users of ASTM E2668. In addition, fiscal officers can use the guide to plan for expenditures involved in the development of an EOC.

With ASTM E2668 now approved, E54.02 will be working on standards for EOC management (WK32133, Guide for Emergency Operations Center Management) and operations (work item and title not yet determined). All interested parties are invited to join in the development of these proposed standards.
