ANSI Announces New Members of the Institute's Personnel Certification Accreditation Committee



The American National Standards Institute (ANSI) has announced the appointment of four new members to its Personnel Certification Accreditation Committee (PCAC). The PCAC is responsible for the operational aspects of ANSI's Accreditation Program for Personnel Certification Bodies.

ANSI is proud to welcome the following esteemed members to the PCAC:

Dale R. Cyr is the CEO and executive director of the American Registry for Diagnostic Sonography (ARDMS) in Rockville, MD. He has over 25 years of experience in the medical diagnostics field, including more than a decade as a sonographer and manager of a large clinical department at the University of Washington, Seattle. He has presented over 15 lectures at various credentialing conferences nationwide.

John Hamilton is the COO of the Testing, Adjusting and Balancing Bureau (TABB) at the National Energy Management Institute in Alexandria, VA. He previously served as regional coordinator at the International Training Institute (ITI), acting as the technical expert for many of ITI's heating, ventilating, and air-conditioning (HVAC) training modules. In addition, he has been an instructor for a number of advanced TAB and HVAC training programs.

Robert A. Mahlman is the director of the Center on Education and Training for Employment at The Ohio State University in Columbus, where he has served in a variety of assessment, research, and teaching capacities for over 20 years. He has presented at over 35 conferences and workshops on skills assessment and credentialing, and has authored numerous published articles on testing and assessment.

Patrick E. Winters is the president of the Institute of Inspection, Cleaning and Restoration Certification (IICRC) in Vancouver, WA. He has over 20 years of top-level leadership experience in profit and non-profit associations and international organizations, including the Society for Maintenance and Reliability Professionals (SMRP), Strategic Evaluations and Executive Transitions (S2ET), and the Denver Area Better Business Bureau.

Since the inception of ANSI's Accreditation Program for Personnel Certification Bodies in 2003, the Institute has accredited 29 personnel certification bodies that represent more than 60 different credentials.

In total, over one million professionals currently hold certifications from ANSI-accredited personnel credentialing bodies.

The PCAC is responsible for the policy, procedures, and accreditation decisions relating to the accreditation of personnel certification bodies, specifically:

accrediting personnel certification bodies in accordance with ANSI/ISO/IEC 17024, General Requirements for Bodies Operating Certification Systems of Persons, and IAF Guidance to ISO/IEC 17024;

recommending policies to the Conformity Assessment Policy Committee (CAPC);

creating procedures to support the approved policies;

receiving recommendations for accreditation from ANSI-approved assessors; and

hearing first-level appeals regarding accreditation decisions and/or complaints regarding a certification body.

Membership on the PCAC reflects a balance of personnel certification stakeholders to include representatives from various types of occupational and professional certification bodies, test-development experts, government, consumer and public interest organizations, and other individuals concerned with third-party personnel certification activities. To ensure transparency, equity, and due process in PCAC proceedings, the PCAC has developed Operating Guides for the Committee and its activities.
