August 4, 2009 With vote of 47 to 11, House Energy and Commerce Committee approved amendment to create regulatory pathway for biosimilars. Approved amendment, introduced by Representatives Anna Eshoo (D, CA), Jay Inslee (D, WA), and Joe Barton (R, TX), strikes appropriate balance among ensuring patient safety, expanding competition, reducing costs, and providing necessary and fair incentives for continued biomedical innovation.
NIST announces 3rd Smart Grid workshop.

August 4, 2009 Scheduled for August 3-4, in Chantilly, VA, Smart Grid Public Workshop will engage standards development organizations (SDO) in addressing standards-related priorities. Sessions will promote discussing of individual SDO perspectives on roadmap for interoperability standards, reaching agreement on which organizations should resolve specific standards needs, and developing plans/setting timelines for meeting responsibilities. Under contract with NIST, EPRI is assisting in organizing event.

August 3, 2009 NIST's 9th annual Performance Metrics for Intelligent Systems (PerMIS'09) workshop, to be held on September 21-23, will include gathering of researchers involved in advancing artificial intelligence in robots and other systems. It will address question of: Does performance measurement accelerate the pace of advancement for intelligent systems? PerMIS is forum for fostering collaborations between researchers and practitioners from industry, academia, and government agencies.

August 3, 2009 NIST's work on standards and cyber security for a nationwide smart electric power grid was featured in congressional testimony. Before a subcommittee of the House Committee on Homeland Security on July 21, Cita Furlani, director of NIST's Information Technology Laboratory, described how NIST is collaborating with other agencies and private sector organization to address the cyber security requirements of the Smart Grid.

August 3, 2009 According to R&D Magazine, commercial process design software that incorporates NIST's thermophysical and thermochemical property data sets will receive 2009 R&D 100 award. Award recognizes Aspen Plus® 2006.5 with NIST ThermoData Engine, a process simulator that provides tools to increase number and variety of chemical components that may be considered by process design engineer, while reducing time required for compilation and evaluation of component properties.

August 3, 2009 ASTM International's F2732 standard, Practice for Determining the Temperature Ratings for Cold Weather Protective Clothing, explains all variables that affect a person's thermal comfort. It also describes a procedure for measuring the insulation value of jackets, jacket/pants set, or coveralls over a standard lightweight base ensemble. Manufacturers of cold weather clothing for consumers and insulated apparel for the workplace will be the primary users of this standard.

August 3, 2009 In paper titled "Substrate-dependent interface composition and charge transport in films for organic photovoltaics," NIST scientists have deepened understanding of complex organic films in photovoltaic devices. Current types convert less than 6% of light to electricity at best. By applying X-ray absorption measurements to film interfaces, team found that structure of electrode surface is changed such that it could improve photovoltaic efficiency and lifetime.

August 3, 2009 "Seismic Design of Steel Special Moment Frames: A Guide for Practicing Engineers" consolidates requirements of International Building Code and related standards including ASCE 7, AISC 341, and AISC 358. Part of NIST support for NEHRP, guide includes background and sketches to illustrate requirements as well as chapters on use of special moment frames, their principles, and guidance on analysis and design. It was written for structural engineers, building officials, educators, and students.

Standard will serve as tool for both legislators and lighting planners to use in encouraging and designing effective T8 dimming systems.

Some areas covered include requirements for circuit breaker operating mechanisms, bushing terminal connectors, and ground terminals, as well as current transformer thermal and short-time capabilities, multi-ratio current transformer tap connections, and RIV tests and limits.

The grant funds research that focuses on understanding what roles PIER, CEC, and other agencies should play in CA Smart Grid efforts. The proposal's purpose, as identified by CEC, is to address challenges CA electric utility industry will face while implementing Smart Grid.

July 31, 2009 Researchers at NIST have created device call the "microfluidic palette" to produce multiple, steady state chemical gradients in miniature 0.06 in. diameter chamber. Advantage of NIST system is that gradients are generated by diffusion, which allows cells being studied to remain in microchamber without being swept away. Tool can be used to study complex biological mechanisms in cells responsible for cancer metastasis, wound healing, biofilm formation, and other fluid-related processes.

Awards include $15 million to University of Miami for Marine Technology and Life Sciences Seawater Research Building; $14.4 million to Auburn University for Center for Advanced Science, Innovation, and Commerce; $11.1 million to Rice University for Brockman Hall for Physics; and $15 million to University of North Carolina Wilmington for Marine Biotechnology facility.
