October 28, 2009 On October 2, representatives of 9 leading standards organizations gathered on Capitol Hill to introduce Congressional staff to the U.S. private sector-led approach to standards. The event, which was attended by more than 60 staffers and other interested stakeholders, demonstrated how standards and conformity assessment activities help companies meet global needs, and how National Technology Transfer and Advancement Act impacts the U.S. standardization system.

October 28, 2009 NIST has been awarded 2009 Automotive Industry Action Group's (AIAG) Chairman's Award. Honored for more than 14 yr of work with AIAG, NIST has made contributions to group in engineering and product development, electronic commerce, and supply chain management, in addition to standards development efforts by NIST Manufacturing Engineering Laboratory. Researcher Peter Denno was also recognized at October 8 ceremony with 2009 Outstanding Achievement Award.
NTSB advises Federal Motor Carrier Safety Administration.

October 27, 2009 NTSB made recommendations to the Federal Motor Carrier Safety Administration, including implementation of a program to identify commercial drivers at risk for obstructive sleep apnea. Drivers would be required to provide medical evidence of evaluation/treatment before being granted unrestricted medical certification (H-09-15). Another recommendation emphasized drivers who have OSA and are effectively treated should be routinely approved for continued medical certification (H-09-16).
NIST signs U.S.-China cooperative science agreement.

October 27, 2009 Protocol for cooperation on earthquake and volcano sciences will be coordinated by USGS, Engineering and Geosciences Directorates of NSF, and Building and Fire Research Laboratory at NIST. Agreement includes participation by Chinese Earthquake Administration's Department of International Cooperation and National Natural Science Foundation's Department of Engineering and Material Science. Signing took place during week of U.S.-China Science and Technology Joint Commission Meeting.

October 27, 2009 By altering an enzyme (subtilisin) that soil bacteria use to break down their food, a multi-institutional research team, which includes a NIST biochemist, has found an efficient method of harvesting purified protein molecules. As modified by the team, it can be activated at desired moment. This metaphorical on-switch for the enzyme's activity enables separation of single, desired protein from mixture of thousands generated by a living cell.
NIST Physicist to share 2010 Benjamin Franklin Medal.

Wineland, a physicist at NIST, will share 2010 Benjamin Franklin Medal in Physics for experimental realization of the first device that performs elementary computer-logic operations using the quantum properties of individual atoms. Wineland will share the physics medal with two theorists who are also pioneers of quantum computing: J. Ignacio Cirac of the Max-Planck Institute for Quantum Optics in Germany and Peter Zoller of the University of Innsbruck in Austria.

Companies with portion of workforce on short time or layoff decreased to 60%, possibly reflecting permanent downsizing of workforces.

Referenced standards are test methods and specifications that cover diverse set of topics - aviation fuel, water, coal sampling systems, hydraulic cement - to assist businesses in tracking as well as reporting their own emissions.
