October 29, 2009 FAA's National Simulator Program (NSP) has modified its Internet site with updated Simulator Quality Management System (SQMS) assessment tools. Updated files include Tables E.2, E.4, E.7A, and E.7B, while Tables D.8 and D.9 were also modified for NSP authorized discrepancy prioritization system in accordance with Part 60. Modifications are primarily error corrections as well as changes made to address industry concerns.

October 29, 2009 NIST scientists improved efficiency of a pneumonia vaccine testing method developed at the University of Alabama at Birmingham (UAB). The open-source software, NIST's Integrated Colony Enumerator (NICE), takes a digital image that has been loaded into a computer and counts colonies grown from single pneumococcal cells. Windows®-based solution works on images from digital cameras and flatbed scanners, obtaining results with only mean difference of 3% from manual counting method.

Since his earliest days in U.S. Congress, Al Gore has been the leading advocate for confronting threat of global warming and received Nobel Peace Prize in 2007 for his efforts.

Eligibility is also open to non-member firms who are active service providers in restoration and remediation industry. Up to 2 projects per firm may be submitted in each category, and deadline is December 15, 2009. Projects must involve personal or building property and residential or commercial buildings in areas of restoration and reconstruction.
BIO says biofuels, biomass proposal is flawed.

October 28, 2009 Reacting to publication in Science magazine of a proposal to count international emissions against U.S. renewable biomass production, BIO says placing biomass and biofuels under CO2 emission cap is based on flawed logic. Policy fails to take into account that well-managed biomass production can sequester more carbon in soil than is released into atmosphere through combustion of biofuels and bioenergy, and that biomass carbon can also be sequestered in production of biobased products.
NAM comments on FCC proposed rulemaking on Internet policies.

October 28, 2009 According to NAM Director of Technology Policy, Mark-Anthony Signorino, NAM is pleased that FCC is working to ensure that open Internet is available to all Americans, but is concerned that FCC's regulations will threaten investment in innovation, delaying broadband deployment to areas of country that desperately need it. NAM is also concerned that proposed rules are not evenly applied across Internet spectrum.

October 28, 2009 Investigating mysterious data in ultracold gases of rubidium atoms, scientists at Joint Quantum Institute of NIST and University of Maryland and their collaborators have found that properly tuned RF waves can influence how much atoms attract or repel one another, opening up new ways to control interactions. In issue of Physical Review A, authors report RF radiation could serve as second knob in addition to traditionally used magnetic fields, for controlling how atoms in ultracold gas interact.
ATA reports drop in airline passenger/cargo revenue.

October 28, 2009 ATA reports that passenger revenue fell 19% in September 2009 vs. September 2008, marking 11th consecutive month of passenger revenue decline from prior year. Decline was fueled mostly by 10th consecutive month of dropping ticket prices. Average price to fly 1 mile fell 18%, and revenue also declined in trans-Atlantic, trans-Pacific, and Latin markets. Cargo revenue ton miles declined, year-over-year, by 11% domestically and 12% internationally in August 2009.

Renovation took into consideration concerns such as energy use, heat island reduction, water efficient landscaping, material reuse, and water use reduction.

NTSB advises Federal Motor Carrier Safety Administration.

October 27, 2009 NTSB made recommendations to the Federal Motor Carrier Safety Administration, including implementation of a program to identify commercial drivers at risk for obstructive sleep apnea. Drivers would be required to provide medical evidence of evaluation/treatment before being granted unrestricted medical certification (H-09-15). Another recommendation emphasized drivers who have OSA and are effectively treated should be routinely approved for continued medical certification (H-09-16).
NIST signs U.S.-China cooperative science agreement.

October 27, 2009 Protocol for cooperation on earthquake and volcano sciences will be coordinated by USGS, Engineering and Geosciences Directorates of NSF, and Building and Fire Research Laboratory at NIST. Agreement includes participation by Chinese Earthquake Administration's Department of International Cooperation and National Natural Science Foundation's Department of Engineering and Material Science. Signing took place during week of U.S.-China Science and Technology Joint Commission Meeting.
