IPC comments on California's green chemistry proposal.

November 12, 2009 IPC's Environment, Health, and Safety Steering Committee submitted comments to California's Department of Toxic Substances Control on their proposal for a green chemistry regulation. Proposal includes list of hundreds of chemicals of concern that cannot be in any products sold in California. IPC comments caution DTSC that having enormous list of banned substances without conducting thorough alternatives assessment for each chemical will inevitably lead to inadvertent negative results.

It is also believed to be able to facilitate communication between printed board industry, OEMs designing and manufacturing military hardware, DoD, and military electronics supply chain.

November 11, 2009 Governing magazine named Pete Rahn, 2008 AASHTO president and current director of Missouri DoT, as one of its 2009 Public Officials of the Year. Noting the success of Missouri's I-64 project in St. Louis, Governing magazine specifically praised Rahn's ability to "partner with the private sector in unique ways to build large-scale transportation projects quickly and affordably." It also took into account Rahn's willingness to take risks and his desire to make a difference.
Airline Costs Decline for second consecutive quarter.

November 11, 2009 Airline Cost Index, incorporating data through second quarter of 2009, showed composite cost index fell 29% in second quarter of 2009 versus same period of 2008. Largest components of index, which includes all operating expenses and interest expense, were labor, fuel, and transport-related expense. While average price paid for fuel fell 36%, other categories seeing year-over-year declines in input costs included aircraft rent/ownership and maintenance material.
ASTM Subcommittee covers glass for solar applications.

November 11, 2009 During virtual meeting, a new ASTM International standards developing activity, Subcommittee E44.20 on Glass for Solar Applications, was formed. Scope of subcommittee is development and maintenance of standards for glass and glass coatings for solar applications that include, but are not limited to, photovoltaic, solar thermal, and concentrating applications. Standards will address characteristics that affect performance, durability, and reliability.
ATA expects decline in air travel over Thanksgiving.

November 11, 2009 ATA said it expects 4% year-over-year decrease in number of passengers traveling during 2009 Thanksgiving holiday season, from Friday, November 20 through Tuesday, December 1. Flights are expected to be full, driven by decrease in available seats and deep discounting. ATA also says carriers have cut back schedules in response to economic pressures, with capacity reductions deepest since 1942. Organization also expects government to open up Special Activity Airspace to help ease congestion.
Three States are Honored for highway safety leadership.

November 11, 2009 On October 25 of this year, 2009 AASHTO Safety Leadership Awards were presented to states of Colorado, Nebraska, and New Mexico at AASHTO Annual Meeting in Palm Desert, CA. While each state selected employed differing programs and approaches, all demonstrated strong leadership, support of behavioral approaches to improving highway safety through flexing Highway Safety Improvement Program funds, and success in reducing highway fatalities and serious injuries.

National Roadway Safety awards were presented by U.S. Transportation Secretary Ray LaHood who said we can never stop looking for new ways to make driving safer.
PTDA Market Outlook Report notes slight boost in sales.

November 11, 2009 According to Market Outlook Report, U.S. and Canadian manufacturers posted increased sales in September 2009. Confidence in U.S. market, measured on 1-10 scale, held at at 4.7 for third consecutive month. Canadian confidence rose by 0.1 from last month to 4.2. Respectively, U.S. and Canadian manufacturers' sales rose 5.3% and 14.0% in September 2009 but were down 29.6% and 29.1% compared to 2008. In the 9 overall product categories, 7 (U.S.) and 8 (Canadian) posted sales gains.
Brass Ingot receives NSF/ANSI certification.

November 11, 2009 California Metal-X (CMX) is the first brass ingot manufacturer to receive certification to NSF/ANSI Standard 61 (NSF 61) - Drinking Water System Components - Health Effects by NSF International. Certification to this American National Standard for public water supply products, required by California Waterworks Standards, also includes Annex G, which meets requirements of California Health and Safety Code 116875 requirements for lead content (AB 1953).

November 11, 2009 Vinod Tewary, a theoretical physicist at NIST, has developed method for calculating motions and forces of thousands of atoms simultaneously over wider range of time scales than previously possible. Mathematical technique is expected to enable modeling of many processes that occur at time scales of nano- to microseconds, such as formation and growth of defects as well as conduction of heat, diffusion, and radiation damage in materials.
Scientists build first optical frequency comb.

November 11, 2009 Scientists at University of Konstanz in Germany and NIST in U.S. have built first optical frequency comb, a tool for precisely measuring different frequencies of visible light. Teeth of frequency comb are separated enough that when viewed with a grating and microscope, the human eye can see each of approximately 50,000 teeth spanning visible color spectrum from red to blue. Comb can be used to measure light emitted by lasers, atoms, stars, or other objects.
NIST Test analyzes iris recognition algorithms in biometrics.

November 11, 2009 NIST report, IREX I: Performance of Iris Recognition Algorithms on Standard Images, demonstrates that iris recognition algorithms can maintain accuracy and interoperability with compact images. It found that JPEG2000 and PNG formats, defined by ISO-IEC 19794-6 standard, compressed images small enough for storage and transmission. Test also analyzed various technical factors affecting users and showed that in forensic applications, slower and more powerful algorithms were beneficial.

Bill will enable manufacturers to carry back losses in 2008 or 2009 for period of 5 years instead of current 2 year carry back, which does not provide enough relief during prolonged economic downturn.
Agricultural Biotech Industry supports Insect Resistance Management Plan.

November 10, 2009 Report by Center for Science in Public Interest states that farmer compliance Insect Resistance Management (IRM) Plan has been in decline. Guidelines of IRM program require growers of certain biotech corn to plant refuge of nonbiotech corn to prevent emergence of resistant insect populations. Nick Storer of Dow AgroSciences says company is partnering with other stakeholder groups to deliver education campaign to corn farmers.
