FAA bans takeoffs with polished frost.

December 1, 2009 To increasing safety of winter flying, FAA is prohibiting takeoffs with "polished frost" - frost buffed to make it smooth - on wings, stabilizers, and control surfaces of several classes of aircraft. As alternative to removing frost, operators may consider using wing covers to prevent frost accumulation on wings, wait for frost to melt, store aircraft in heated hangar, or deice wing surface. New rules are effective on January 30, 2010.

Topics include: final discussion and approval of NESCC charter; NRC's use of consensus standards; update of NRC Regulatory Guide 1.69 "Concrete Radiation Shields and Generic Shield Testing for Nuclear Power Plants;" and EPRI Advanced Nuclear Technology Program "Achieving New Nuclear Virtual Power Plant Configuration Management;" among others.
Stakeholders Invited to discuss financial impact of cyber risk.

NIST Researchers develop simple way to analyze complex samples.

November 30, 2009 NIST researchers Elizabeth Strychalski and David Ross, in collaboration with Alyssa Henry of Applied Research Associates, Inc., have developed way to analyze complex mixtures. In New Miniaturized Device for Lab-on-a-Chip Separations, they describe gradient elution moving boundary electrophoresis (GEMBE) technique which, in all test cases, was able to reproducibly separate and quantify specific components from solutions, including potassium, calcium, sodium, magnesium, lithium and melamine.
JQI Researchers create entangled photons from quantum dots.

November 30, 2009 Physicists at Joint Quantum Institute (JQI) developed new source of entangled photons using quantum dots tweaked with laser. JQI's technique may enable more compact and convenient sources of entangled photon pairs than presently available for quantum information applications, such as distribution of quantum keys for encrypting sensitive messages. Glenn Solomon, JQI group leader, said advantages include less bulky nature and ability to produce one pair of entangled photons at a time.
Baldrige Program calls for applicants for 2010 examiners.

PMA Report forecasts declining business over next 3 months.

November 30, 2009 November 2009 PMA Business Conditions Report, which sampled 137 metalforming companies in U.S. and Canada, shows anticipated dip in business conditions and incoming orders over next 3 months. While 27% forecast an improvement in overall economic activity, 48% predict unchanged activity, and 25% suspect decline. Similarly, 31% expect increased orders, and 38% anticipate no change. As opposed to last year during same period, 67% of members reported declining orders.

ELFA releases survey of economic activity.

November 27, 2009 According to ELFA's Monthly Leasing and Finance Index, MLFI-25, new business volume for October declined by 32.8% when compared to same period in 2008. For 2009, MLFI-25 reported month-to-month new business volume down 8.5% from September to October, from $4.7 billion to $4.3 billion. Receivables over 30 days decreased to 4.2% as compared to 5.6% in September, while charge-offs decreased sharply to 1.7% from 3.0% in prior month and rose by 25% compared to October 2008.
