January 6, 2010 Following 2-year study on effect of impurity limits on performance of lead-free solder, IPC Solder Products Value Council announced publication of "Take Action Limits (TAL) for SAC305 Lead-Free Soldering Processes Utilizing Solder Baths/Pots." White paper provides electronics manufacturers with defined limits to guide them on efficient use of solder. It identifies 3 action levels and also sets TALs for 14 materials that can commonly be introduced during normal board production.

January 4, 2010 Looking ahead, AASHTO has developed list of top 10 transportation topics that it forecasts will be part of national conversation in 2010. Among the topics are adopting long-term transportation funding bill, adopting new jobs creation bill, deterring distracted driving, and helping ensure safer roads by publishing Highway Safety Manual. Some of the other topics are moving on high-speed rail grants, addressing climate change, and adopting social media to provide traffic and travel information.

December 31, 2009 Scheduled for June 16, 2011, symposium on "Uncertainty in Fire Standards and What to Do About It" will discuss issues related to uncertainty in fire standards and will cover how different parties - testing laboratories, enforcement authorities, manufacturers, practicing engineers - incorporate uncertainty into their use of results from fire safety tests and calculations. Discussion will also cover legal, technical, and ethical implications for these different approaches.

December 29, 2009 Powder Flow 2009, a 1-day conference organized by Formulation Science and Technology Group of RSC in partnership with Freeman Technology and in association with Dechema, included plenary lecture by Professor Antonio Castellanos covering research into influence of interparticle forces on fluidization behavior. Powder characterization techniques were a key area of discussion, from traditional shear testing to indentation testing, dynamic powder rheometry, and laser imaging techniques.
BIO President applauds provisions in Senate health care bill.

December 29, 2009 Jim Greenwood, making a statement on Senate's vote to pass The Patient Protection and Affordable Care Act of 2009, called provisions for patients living with debilitating diseases "important steps toward realizing the critical broad goals of health care reform, namely reducing costs, expanding access and promoting continued medical breakthroughs." Greenwood specifically noted the pathway to allow for US FDA approval of biosimilars as well as therapeutic discovery project tax credit.
PCB Industry Report shows overall decrease in November 2009.

December 29, 2009 November 2009 findings of North American PCB Statistical Program indicated declines in both rigid and flexible PCB shipments and bookings from November 2008 (rigid only), for year to date, and compared to previous month. However, flexible circuit bookings increased 31.9% compared to November 2008. While book-to-bill ratio for North American rigid PCB industry in November 2009 registered 1.07, North American flexible circuit book-to-bill ratio in November 2009 climbed to 1.02.

December 28, 2009 Dr. Patrick D. Gallagher, director of NIST, provided luncheon address at ANSI Board of Directors meeting on December 3rd in Washington DC. Address focused on importance of standards for SmartGrid and greenhouse gas emissions to health IT and cyber security as nation's top priorities. Dr. Gallagher, confirmed by Senate in November, urged openness and cooperation and recommended involvement of researchers/entrepreneurs at forefront of technological development.
Comments Sought on revised cryptographic module standards.

December 28, 2009 ANSI would like to inform stakeholders that the NIST is requesting comments on one of its key computer security documents. The draft contains information processing standards that govern use of cryptographic modules by civilian federal agencies and government contractors. Revised Draft of Federal Information Processing Standards (FIPS) 140-3 updates federal government's guiding document for testing/validation of cryptographic modules. Comments will be accepted until March 11, 2010.
ELFA November Report shows decline in new business volume.

December 28, 2009 ELFA's Monthly Leasing and Finance Index (MLFI-25), reporting equipment finance economic activity, showed new business volume for November declined by 7.0% compared to 2008. Alternatively, receivables and charge-offs increased for month and year. For 2009 monthly activity, decreases were also reported for total headcount for equipment finance companies. Supplemental data indicated tightening underwriting standards and lower demand were to blame for fewer transactions submitted for approval.
ASTM Committee revises baby crib standard.

December 28, 2009 ASTM International Committee F15 on Consumer Products approved revised version of F1169, Specification for Full-Size Baby Crib. After testing and exploration of design approaches to eliminate failure related to mis-assembly, ASTM subcommittee approved revisions that preclude cribs with functional drop side and related hardware assemblies from complying with standard. Revision also contains new performance tests for crib assemblies to assure structural integrity of crib slats.
A&WMA and WEF to hold odors/air pollution conference.
