FAA seeks public comment on pilot certification.

February 9, 2010 As part of FAA's Call to Action to enhance airline safety following last year's Colgan Air accident in Buffalo, NY, FAA asked for recommendations to improve pilot qualification and training requirements. FAA is pursuing both rule changes and voluntary safety enhancements. One proposed rule, which will enhance airline pilot training programs, received more than 3,000 pages of public comments. Public will have 60 days to comment on basic pilot certification in 4 key areas.
BIO supports government commitment to develop biofuels.

February 9, 2010 Government biofuels initiative will help companies secure investment for biofuel production facilities and rapidly implement final Renewable Fuel Standard rules to boost biofuel market. Recent BIO report showed that biofuels industry advancement could produce hundreds of thousands of jobs and contribute to over $140 billion in economic growth by 2030. Biofuel production will help mitigate reliance on imported petroleum and reduce carbon emissions associated with climate change.
ASTM proposes plastic piping traceability standard.

February 9, 2010 Proposed standard ASTM WK23107, Specification for Tracking and Traceability Requirements for Gas Distribution Systems, will help gas utility companies identify underground assets such as different types of pipe, fittings, and components. Standard will provide guideline for use of 14-digit identifier that can be placed on product via printing, bar code, or RFID as means to identify location of respective assets and provide knowledge of their pedigree.
ASTM Standard covers use of preblended dry mortar.

February 9, 2010 ASTM C1714/C1714M, Specification for Preblended Dry Mortar Mix for Unit Masonry, is under jurisdiction of Subcommittee C12.03 on Specifications for Mortars. Standard's components address traceability of mortar mix ingredients, ingredient blending consistency, testing frequency, allowance of additives based on performance, and dryness of ingredients. It also provides guidance on use of admixtures specific to preblended dry mortar and not included in ASTM C270 or ASTM C1384.

Air Transport Association comments on 2011 budget proposal.

February 5, 2010 According to ATA, the most significant part of the White House 2011 budget proposal is that it did not contain any increases in taxes and fees for airlines and passengers for upcoming year. However, budget reiterated 2010 proposal to increase aviation passenger security fee by 1 dollar per year for 3 years starting in 2012. ATA is pleased that Administration's proposed $4 billion for National Infrastructure Innovation and Finance Fund includes eligibility for aviation.
AASHTO announces list of ready-to-go projects tops 9,800.

February 5, 2010 Valued at over $79 billion, ready-to-go projects will provide states with resources to put hundreds of thousands of people back to work. Infrastructure projects so far have created 250,000 direct jobs and hundreds of thousands of indirect jobs, according to House Transportation and Infrastructure Committee. Since original December 2009 survey, House has approved Jobs for Main Street Act of 2010, which would provide $37 billion for transportation projects that could create or support 1.1 million jobs.
ASTM proposes new road and paving materials standard.

February 5, 2010 Proposed ASTM International standard, WK26816, Test Method for Overlay Test, will address cracking that happens during bituminous mixture design phase. It is being developed by Subcommittee D04.20 on Mechanical Tests of Bituminous Mixtures. Standard will improve test method with unified sample preparation procedure and will also address other variables within test. Primary users will be state highway agencies, paving contractors, and developers of technology associated with paving materials.

February 5, 2010 December findings from IPC's monthly North American PCB Statistical Program indicated rigid PCB shipments down 3.4% but bookings up 27.3 from last year, while, respectively, down 23.2% and 18.1% year to date. Book-to-bill ratio for North American rigid PCB industry in December 2009 registered 1.05. Flexible circuit shipments and bookings, respectively, decreased 0.4% and 27.4% from last year as well as 1.1% and 4.9% year to date. North American flexible circuit book-to-bill ratio receded to 0.95.
NAM makes statement on President's budget proposal.

February 5, 2010 According to NAM's Executive VP, Jay Timmons, manufacturers and their workers are disappointed that Obama Administration's budget proposal for fiscal year 2011 discourages job creation by adding new costs to business. President's budget calls for almost $500 billion in new taxes on businesses over next 10 years. Manufacturers support President's proposal for extending key international and investment tax provisions that expired last year and his recommendation to make R&D credit permanent.

ASTM Standards Revision clarifies thickness tolerances for steel sheets.

February 4, 2010 ASTM International Committees A01 on Steel, Stainless Steel, and Related Alloys and A05 on Metallic-Coated Iron and Steel Products approved revisions to two ASTM standards that will clarify thickness tolerances for uncoated and coated steel sheet products. Committees A01 and A05 have moved 3/8-in. [10 mm] tables from body of A568/A568M and A924/A924M to Supplementary Requirements sections, and 1 in. edge distance tables are now the default applicable thickness tolerances.

AIA Statement addresses 2011 defense department budget.

Blakey of AIA says Department of Defense (DOD) budget request and Quadrennial Defense Review (QDR) continue efforts to reform how DOD buys goods and services, and emphasizes creating stability in requirements and cost. Blakey also approves inclusion of discussion on industrial base in QDR, which acknowledges need to reform export control system. Also, she said that AIA looks forward to working with DOD to create efficient delivery of logistical support to troops.
PTDA Survey shows members are optimistic about 2010 sales.

February 4, 2010 Based on Member Forecast Survey conducted by Cleveland Research, 41% of PTDA members are forecasting year-over-year sales growth in 2010, 58% predict flat sales, and 1% anticipate decline in sales over 2009. With 75 respondents, survey shows most feel inventory levels are too high and that, on average, PTDA members anticipate 5% increase in sales over 2009. It predicts rebound in MRO demand and that automotive, heavy truck, construction equipment, and housing could show growth in 2010.

Proposed standard will allow users to determine whether products contain substances affected by European Union's Regulation on Registration, Evaluation, Authorization and Restriction of Chemicals, known as REACH, or the U.S. Consumer Product Safety Improvement Act.
