January 19, 2010 According to Marion Blakey, AIA President and CEO, rollout of ADS-B air traffic control system in Gulf of Mexico is a major step forward for modernization of America's outdated aerospace infrastructure. Rollout in Philadelphia will be another milestone event as benefits of NextGen technology become apparent in one of nation's busiest airspace corridors. Estimated number of direct and indirect jobs generated by investment in NextGen equipment will be more than 150,000 through 2012.

ATA reports third consecutive quarter of airline cost declines.

January 18, 2010 According to ATA's quarterly Airline Cost Index, composite cost index fell 36% to 185.3 in third quarter of 2009, versus 289.7 in same period of 2008, outpacing 1.6% decline in U.S. Consumer Price Index. Combined labor and fuel costs accounted for nearly of airline operating expenses. Average price paid for fuel, while still disproportionately high, fell from $3.51 to $1.94 per gallon, while average cost of full-time equivalent worker rose 7.6% to a high of $81,235.

Atomic Property Predictions improves by NIST, IU scientists.

January 15, 2010 James Sims of NIST and Stanley Hagstrom of Indiana University (IU) have determined accurate values for fundamental property of lithium using approach that may permit scientists to do likewise for other atoms in periodic table. Specifically, they calculated 4 excitation energies for lithium atom approximately 100 times more accurately than previous experimental measurements. Determination of excitation energies is of interest to those who characterize and model all types of gaseous systems.
NIST awards research grants in measurement science.

Ranging from $408,996 to $1.5 million, one-time grants will fund projects lasting up to 3 yr in higher-education, commercial, and nonprofit organizations in 18 states. NIST Measurement Science and Engineering Research Grants Program supports research in energy, environmental, information technology, bioscience, manufacturing, and physical infrastructure sectors.

NIST Scientists quantify nanoparticle-protein interactions.

January 15, 2010 Research team at NIST has quantified interaction of gold nanoparticles with proteins found in human blood, an approach that should be useful in development of nanoparticle-based medical therapies and for better understanding the physical origin of toxicity of certain nanoparticles. Team found that once proteins stick to nanoparticles, optical properties of both particles and proteins change. Measuring changes helps quantify propensity of particles to aggregate due to presence of protein layers.

January 14, 2010 In effort to eliminate confusion over terminology, design, testing methods, materials, and processing differences, SME's Rapid Technologies and Additive Manufacturing community approached ASTM to develop standards. Result is the publication, "Standard Terminology for Additive Manufacturing Technologies," which will allow manufacturers to compare and contrast performance of different additive processes and enable researchers and process developers to provide repeatable results.

January 14, 2010 BIO submitted comments to California Air Resources Board on its preliminary draft regulation for the state's Cap-and-Trade Program, scheduled for 2011 implementation. While pointing out that "Lifecycle emissions are not applied in the accounting for biomass used in electricity generation," executive VP of BIO's Industrial and Environmental Section concluded that "to incorporate them for biofuels would unfairly incentivize one form of energy production over another."

January 14, 2010 NIST announced grants totaling more than $123 million to 11 universities and nonprofit research organization to provide cost-shared support for scientific research facility construction. Targeting ultimate research such as off-shore wind power and coral reef ecology to quantum physics and nanotechnology, projects will launch more than $250 million in new laboratory construction projects this year.

Houston FAA Controllers are using new satellite-based tracking system.

January 14, 2010 FAA Administrator Randy Babbitt announced that Houston air traffic controllers are beginning to use Automatic Dependent Surveillance-Broadcast (ADS-B) technology, an improved satellite-based system, to efficiently and safely separate and manage aircraft flying over the Gulf of Mexico. Technology will also allow FAA to provide new, more direct routes over the Gulf of Mexico, improving efficiency of aircraft operations while using less fuel.

Adopted by AAMI as ANS, ANSI/AAMI/ISO 81060-1:2007, Non-invasive sphygmomanometers - Part 1, specifies use of inflatable cuffs that measure blood pressure. ANSI/AAMI BF64-2002, Leukocyte Reduction Filters offers guidelines to treat blood during transfusion, while ISO 1135-4:2004, Transfusion equipment for medical use, specifies requirements for single-use transfusion sets.

January 13, 2010 According to monthly Global Port Tracker report released by National Retail Federation, import cargo volume at nation's major retail container ports is on track to show gains through first half of 2010. U.S. ports handled 1.09 million Twenty-foot Equivalent Units in November, which was down 8% from October and 10% from November 2008. Trend was broken in December, which was estimated at 1.08 million TEU, down slightly from November, but 1.7% increase over December 2008.
ASTM Committee approves 2 dosimetry standards.

January 13, 2010 ASTM Committee E10 on Nuclear Technology and Applications has approved ASTM E2628, Practice for Dosimetry for Radiation Processing, and ASTM E2701, Guide for Performance Characterization of Dosimeters and Dosimetry Systems for Use in Radiation Processing. ASTM E2628 outlines requirements for using dosimetry and will serve as guide for use of other E10.01 standards, while ASTM E2701 describes influence quantities that might affect performance of dosimeters and dosimetry systems.
