February 24, 2010 ASTM International presented 2009 Charles B. Dudley Medal Award to Alan Riga, Ph.D., president and CEO of TechCon Inc. Award honors research that leads to standardization and extends knowledge in field of interest to the Society. It also recognizes contributions to Society publications, and Riga was recognized for his achievements as editor of STP 1326, "Oxidative Behavior of Materials by Thermal Analytical Techniques, 1997" and as co-author of 2 papers published in the book.

February 24, 2010 ASTM International Committee D26 on Halogenated Organic Solvents and Fire Extinguishing Agents has elected Mark L. Robin, Ph.D., senior technical services consultant at DuPont Fluorochemicals, as its new chairman. A member of ASTM International since 1996, Robin has more than 20 years experience in the fire suppression industry and more than 25 years experience in fluorine chemistry, including research of refrigerants, foam blowing agents, and fire suppression agents.
Manufacturing Sector challenges EPA on Endangerment Finding.

February 24, 2010 NAM and other business groups filed petition in federal appeals court challenging U.S. EPA's decision to regulate greenhouse gas emissions on stationary sources through the Clean Air Act. According to EPA, "Endangerment Finding" and subsequent regulations will trigger new permitting requirements on more than 6 million stationary sources. If EPA begins regulating stationary sources, it will open the door for them to regulate everything from industrial facilities to farms.

They include WK25874 Test Method for Efficacy of Treated Surfaces as Sanitizers; WK25875 Test Method for Determination of the Residual Self-Sanitizing Activity of Treated Surfaces; and WK25876 Test Method for Determination of the Continuous Reduction of Microbials Contamination by Treated Surfaces.

ASTM to develop standards for small unmanned aircraft systems.

February 24, 2010 Selected by U.S. Federal Aviation Administration, ASTM International Committee F38 will develop industry standards for small unmanned aircraft systems (sUAS) that will allow sUAS to file and fly missions in national airspace alongside manned aircraft. Proposed standard WK27055 sets out procedures to use to meet FAA requirements for airworthiness and registration of all UAS, including sUAS, and will allow sUAS manufacturers and owners to register their sUAS using electronic system.
AASHTO Joins US Sen Boxer in support of new Jobs Bill.

February 24, 2010 Senate bill to extend funding for existing highway and transit programs through December 31 drew support from John Horsley, Executive Director of AASHTO. This bill, Hiring Incentives to Restore Employment Act (HIRE), would also transfer $20 billion from General Fund to Highway Trust Fund to keep both Highway and Transit Accounts solvent. Horsley said it "would restore the baseline for the transportation program from $30 billion to $42 billion and restore certainty to states."

February 22, 2010 Subcommittee D13.19, previously on tire cord and fabrics, has been retitled D13.19 on Industrial Fabrics and Metallic Reinforcements. Changes in technology have led subcommittee to expand its scope to include high performance fibers used in safety and protective end uses such as bullet-resistant applications. Reinforcement materials covered by D13.19 are used in belts, concrete, flaps, floor mats, hoses, pipes, fiber reinforced plastic, rubber, tarps, and tire cords.

February 22, 2010 According to U.S. Labor Department's February 18 producer price index (PPI) report, prices for construction materials and supplies were up 1.3% in January and 1.6% year-over-year. Associated Builders and Contractors (ABC) Chief Economist Anirban Basu called this report "an inflationary shot across the bow," citing economists' predictions of a re-emergence of inflationary forces. Respectively, crude energy and natural gas prices also surged 16.8% and 25.5%.

Standard reflects recent developments in technology regarding macro TGA systems. Specifically, it addresses the proximate analysis of coke alone and separate from coal, drying coals in air versus nitrogen, and development of calibration procedures for dealing with biases.
