EPA Program seeks to improve air quality in port communities.

December 20, 2013 EPA is announcing availability of $4 million in grant funding to establish clean diesel projects aimed at reducing emissions from marine and inland water ports, many of which are in areas that face environmental justice challenges. Available under Diesel Emission Reduction Act Program, grant competition is the first to focus solely on reducing emissions at ports. DERA funds are used to clean up legacy fleet of diesel engines that were produced before more recent environmental standards.
BIO Supports Budget Action to free up FDA user fees.

December 20, 2013 BIO applauded House of Representatives for passing bipartisan budget deal that raises discretionary budget caps, which should provide FDA with complete access to its user fees for fiscal years 2014 and 2015. Thus commending Congress, BIO President and CEO Jim Greenwood noted "the forward-thinking action" and called on House and Senate to pass both S. 1413, Pryor/Blunt FDA User Fee Protection Act, and H.R. 2725, Lance/Eshoo FDA SOS Act, to ensure FDA user fees are never again sequestered.

Scott Peters (D-CA) for introducing the Second Generation Biofuel Extension Act of 2013, which provides a 1-year extension of the Second Generation Biofuel Producer Credit and the Special Allowance for Second Generation Biofuel Plant Property. According to Brent Erickson, EVP of BIO's Industrial & Environmental Section, extension of these tax provisions is needed to keep the playing field level for advanced biofuel companies commercializing innovative technologies.

ASTM approves airborne nanoparticle measurement standard.

December 19, 2013 During manufacture of some products, there is potential for nanomaterials to become airborne, resulting in inhalation exposure to workers and consumers. ASTM E2864, Test Method for Measurement of Airborne Metal and Metal Oxide Nanoparticle Surface Area Concentration in Inhalation Exposure Chambers Using Krypton Gas Adsorption, provides clear steps to collect airborne nanomaterials and analyze them to determine their surface area, promoting safe development and use of nanomaterials.
Fuel Economy of New Vehicles sets record high.

December 19, 2013 According to EPA's annual report that tracks average fuel economy of vehicles sold in the U.S., model year 2012 vehicles achieved all-time high fuel economy of 23.6 mpg, representing 1.2 mpg increase over previous year. Fuel economy has now increased in 7 of last 8 years. While EPA does not yet have final data for 2013, preliminary projections are that fuel economy will rise by 0.4 mpg, and carbon dioxide emissions will decrease by 6 grams/mile.

December 19, 2013 Available from NFPA, ISO 3320:2013 establishes a metric series of cylinder bores and piston rod diameters for hydraulic and pneumatic cylinders and specifies for each pair of diameters a corresponding standard ratio between the useful areas. Standard helps manufacturers and users of cylinders by providing a globally agreed series of these dimensions and area ratios from which to select.

Trucking Associations propose sleeper berth pilot project.

December 19, 2013 American Trucking Associations and Minnesota Trucking Association petitioned Federal Motor Carrier Safety Administration to conduct pilot program. In addition to examining potential benefits of sleeper berth flexibility for professional truck drivers, pilot project will look how technological improvements promote driver alertness/safety. According to Minnesota Trucking Association's John Hausladen, letting drivers break up 10 hr off-duty period into 2 shorter periods would be beneficial.
Equipment Finance Industry Confidence Index decreases slightly.

December 19, 2013 According to the Foundation, December 2013 Monthly Confidence Index for Equipment Finance Industry is 55.8, a decrease from November index of 56.9, reflecting industry concerns over uncertainty regarding capital expenditures and competitive market pressures in 2014. When asked to assess business conditions over next 4 months, 12% of executives said they believe business conditions will improve, down from 17.2% in November, and 9% believe business conditions will worsen, up from 3.4%.

EPA adds 9 hazardous waste sites to National Priorities List.

December 18, 2013 EPA is adding 9 hazardous waste sites that pose risks to people's health and the environment to the National Priorities List of Superfund sites. Established by Congress in 1980, Superfund program has provided important benefits, including reduction of threats to human health and ecological systems, improvement of economic conditions and quality of life in communities affected by hazardous waste sites, prevention of future releases of hazardous substances, and advances in science and technology.
Proposed Standard addresses vacuum cleaner air performance. .

December 18, 2013 ASTM WK14392, Test Method for Evaluating the Sustained Air Performance and Exhaust Emissions of Central Vacuum Cleaning Units, is being developed by Subcommittee F11.22 on Air Performance, part of Committee F11 on Vacuum Cleaners. Standard will test how vacuum performance will be affected after multiple vacuuming events over extended period of time. It will help identify areas in which manufacturers may be able to improve designs and provide sensible advertising claims based on industry test.
