Manufacturers Urge House to support America COMPETES Act.

May 17, 2010 National Association of Manufacturers (NAM) urges US House of Representatives to pass America COMPETES Reauthorization Act of 2010 (H.R. 5116). According to NAM Executive Vice President Jay Timmons, "reauthorizing the COMPETES Act will help manufacturers prosper in a globally integrated and highly competitive marketplace." Timmons also cited key programs of significant interest to manufacturers and US competitiveness: federal funding for basic R/D, Hollings MEP, STEM, and ARPA-E.
NAM reports March 2010 rise in manufactured goods imports.

May 17, 2010 NAM says Department of Commerce trade data for March shows that U.S. trade deficit in goods and services increased to $40.4 billion. Manufactured goods exports were up 11% from February and imports were up 13%, while exports were 25% larger than March 2009 and imports up 24%, increasing goods deficit. Report also shows that brightest spot in manufactured goods trade remains U.S. free trade partners and deficit is with countries that maintain barriers to U.S. exports.

Event was led by CSSE in partnership with CCOHS, HRSDC, as well as ASSE. ANSI/AIHA Z10-2005, for occupational health/safety management systems; ANSI S12.19-1996 (R2006), Measurement of Occupational Noise Exposure; and ANSI Z87.1-2003, covering eye and face protection, all address workplace safety.

May 17, 2010 NIST has issued final draft of Special Publication 800-53A, Revision 1, Guide for Assessing Security Controls in Federal Information Systems and Organizations, and is seeking public comments. Draft includes security control assessment procedures for both national security and non-national security systems and is intended to support variety of assessment activities in all phases of system development life cycle, including development, implementation, and operation.

NIST nominates 2 researchers for Service to America medals.

May 14, 2010 NIST has nominated physicist Till Rosenband for Call to Service Medal, which recognizes professional achievements by young federal employees. Rosenband was nominated for inventing world's most precise timekeeping device based on quantum computing. Physicist Joshua Bienfang has been nominated for Science and Environment Medal, for demonstrating encryption services at record speeds in system with security based on photons. Awards are among 8 to be presented on September 15, 2010.

May 14, 2010 Scheduled for May 22-27, 2011, 14th International Symposium on Reactor Dosimetry will focus on dosimetry for assessment of irradiated reactor materials and reactor experiments, featuring radiation metrology techniques, databases, and standardization. Papers are solicited for presentation in areas such as reactor surveillance and plant-life management, retrospective dosimetry and decommissioning, damage correlation and exposure parameters, and monitoring of irradiation experiments.
Dr. John R. Hall Receives Award of Merit for fire standards work.

Hall, Ph.D. received ASTM International Award of Merit and accompanying title of fellow for his contributions to ASTM Committee E05 on Fire Standards concerning terminology and instructive editorial guidance in development of several E05 standards. Currently division director of fire analysis and research at the National Fire Protection Association in Quincy, MA, Hall has been member of ASTM International and Committee E05 since 1987.
NIST Prototype calibrates MRI machines.

May 14, 2010 NIST has unveiled the "phantom" for calibrating MRI machines that is traceable to standardized values. Named Phannie, prototype was developed in collaboration with standards committee of International Society for Magnetic Resonance in Medicine. By making MRI scans of Phannie, users can evaluate image contrast, resolution, and accuracy of distance and volume measurements. Machine's performance can be compared to standards, to other MRI machines, and to itself over time.
NIST Study compares fire crew sizes and response times.

May 14, 2010 Based on analysis of fires in typical residential structures, NIST study showed that 4-person crews completed 22 firefighting and rescue tasks 30% faster than 2-person crews and 25% faster than 3-person crews. Study, released before annual Congressional Fire Services Institute meeting, found similar patterns when examining water delivery and search and rescue. It was conducted at 2-story, 2,000 sq ft test facility, where fire crews responded to live fires in 60 controlled experiments.

May 14, 2010 Signs of recovery in business aviation industry are gratifying as reported at 10th annual European Business Aviation Convention and Exhibition in Geneva, which reported strong attendance with sold out exhibit and static display space. Upticks in first quarter flight traffic were reported in Europe and the United States. Business aviation industry contributes around $150 billion to U.S. economy and generates 1.3 million jobs.

Standards developed by ASTM International Committee E47 on Biological Effects and Environmental Fate are used to measure effects of toxins in environment, including effects of physical and chemical stress on aquatic and terrestrial plants and animals.

EPA Sets Thresholds for greenhouse gas permitting requirements.

May 14, 2010 Final rule addresses greenhouse gas (GHG) emissions from largest stationary sources while shielding millions of small sources of GHGs from Clean Air Act permitting requirements. Phased-in approach, starting in January 2011, will address facilities such as power plants and oil refineries that are responsible for 70% of GHGs from stationary sources. In July 2011, Clean Air Act permitting requirements will expand to cover all new facilities with GHG emissions of at least 100,000 tons/yr.
