June 2, 2010 Speaking on behalf of National Biodiesel Board (NBB), Vice President of Federal Affairs Manning Feraci was pleased with the House's passage of the biodiesel tax credit, which was part of American Jobs and Closing Tax Loopholes Act. Feraci cited results - green jobs creation, money added to US GDP, and generated tax revenue - attributed to initial tax incentive's inception 6 years ago and said reinstatement will counter job loss and plant closings attributed to incentive lapse.
FAA announces performance standards for NextGen avionics.

June 2, 2010 FAA announced performance requirements for aircraft tracking equipment that will be required under NextGen Air Transportation System. Avionics will allow aircraft to be controlled and monitored with greater precision and accuracy by satellite-based system called Automatic Dependent Surveillance - Broadcast. Final rule requires aircraft flying in certain airspace to broadcast their position via ADS-B by 2020, and mandates that broadcast signal meet specific requirements.
ASTM Committee helps FAA with sUAS standards development.

June 2, 2010 ASTM International Committee F38 on Unmanned Aircraft Systems (UAS), as requested by FAA, is assisting development of industry consensus standards to support small unmanned aircraft systems (sUAS) integration into U.S. national airspace system (NAS). Members of F38 built framework, assigned technical leads, and committed to execution timeline. Resulting standards development program includes 14 new standards to be forged by October 2010 as well as additional standards.

June 2, 2010 ZigBee® Alliance and IP for Smart Objects Alliance announced agreement to collaborate on wireless home area networks (HAN) using ZigBee IP specification and ZigBee Smart Energy(TM) v2.0 standard. Developed by industry leading utilities, suppliers, and technology companies, ZigBee Smart Energy is a wireless HAN standard that connects everyday household devices to Smart Grid. Common HAN devices include utility meters, thermostats, pool pumps, water heaters, appliances, and plug-in electric vehicles.

EPA Rulemaking aims to reduce sanitary sewer overflows.

May 28, 2010 EPA is initiating rulemaking to better protect environment and public health from effects of sanitary sewer overflows and basement backups. Agency is considering 2 modifications to regulations that address National Pollutant Discharge Elimination System (NPDES) permit conditions and regulatory framework for applying NPDES permit conditions to municipal satellite collection systems. Public can submit written comments until 60 days after rule is published in Federal Register.
SIM Time Network measures time standards between 16 countries.

May 28, 2010 Designed by NIST, Sistema Interamericano de Metrologia (SIM) Time Network extends to 16 nations and allows each to continuously compare their clocks. Time is measured every second, and measurements are transferred across network every 10 min and displayed on SIM Web site along with time differences (often less than 100 nsec) between nations. Results are publicly available so that anyone can see, in near real-time, comparisons between standards for all participating countries.

Durable Goods Orders rise due to commercial aircraft market.

May 28, 2010 According to Commerce Department report, orders to U.S. factories for big-ticket manufactured goods rose 2.9% in April, but increase was fueled largely by commercial aircraft orders, which soared 228% last month and are volatile from month to month. Outside of non-defense aircraft, new orders actually fell by 1% in April, the second decline in past 3 months. Outside of aircraft, bulk of decline in new durable orders was caused by 5.9% drop in machinery.

May 27, 2010 Next Generation Air Transportation System (NextGen) contracts totaling up to $4.4 billion over 10 years were awarded to Boeing, General Dynamics, and ITT. Under these contracts, companies will perform work that will demonstrate NextGen procedures in real-time on large scale within current air traffic system. Examples of such demonstrations include using aircraft as flying laboratories, development of 4D operations, as well as development and rollout of modernized weather services.
