June 14, 2010 Committee E08 on Fatigue and Fracture has honored Steven R. Thompson with 2010 ASTM International Award of Merit and title of fellow. Thomson, Senior Materials Engineer at Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, was cited by E08 for leadership and technical contributions to development of standards for characterization of fatigue crack growth rates. He also received Awards of Appreciation in 2000 and 2008 and has been member of ASTM since 1988.
NIST Helps Accelerate the Federal Government's move to the cloud.

June 14, 2010 NIST has been designated by Federal Chief Information Officer Vivek Kundra to accelerate federal government's adoption of cloud computing. Researchers at agency are working on Standards Acceleration to Jumpstart Adoption of Cloud Computing (SAJACC) initiative to help validate and communicate interim specifications before they become formal standards. NIST is also working with others to identify gaps in cloud computing standards, and is serving as technical advisor for FedRAMP.
Revised Buildings Codes are based on NIST WTC recommendations.

June 14, 2010 The 2012 edition of ICC's I-Codes - International Building Code and International Fire Code - will include changes based on recommendations from NIST that were based on World Trade Center and WTC 7 collapse investigations. Specifically, changes will lend to accelerated and more efficient emergency evacuations from buildings, as well as improved communications between first responders during emergency. In all, 17 major and far-reaching building and fire codes will be affected.
Baldrige Award is being sought by 83 organizations in 2010.

June 14, 2010 Established by Congress in 1987, Baldrige Award is named after 26th Secretary of Commerce Malcolm Baldrige and promotes excellence in organizational performance. Award recognizes achievements and results of US organizations and publicizes successful performance strategies. Since 1988, 80 organizations have received Baldrige Awards, and this year there are 83 organizations running for recognition of their organizational performance excellence as shown via innovation and improvement.

Strnat was honored for his leadership and work in developing test methods and material specifications while on committee. He joined A06 in 1992, served as Secretary and Vice Chairman, and was named Chairman in 2010 and also leads Subcommittees A06.01 on Test Methods.

The session will feature keynote address by Secretary of Agriculture Tom Vilsack, and Novozymes CEO Steen Riisgaard and other industrial biotechnology company executives will present data from a new report on the contributions of industrial biotechnology to worldwide economic growth.
NIST Research explores flaws of magnetic nanoscale wires.

June 11, 2010 After series of computer simulations, researchers found flaws in structure of magnetic nanoscale wires play important role in determining operating speed of devices that use nanowires to store and process information. Simulations showed disorder, which causes friction within nanowires, can increase rate at which current can move domain walls. According to NIST physicist Mark Stiles, friction can cause domain walls to move faster because they need to lose energy to move down wire.
EPA completes 1st phase of school air monitoring initiative.

June 11, 2010 Announced in March 2009 by EPA Administrator Lisa P. Jackson, school air monitoring initiative has involved air quality testing outside 63 schools that are located near large industrial facilities and in urban areas. Preliminary data, including 22,500 sampling results, has been posted on EPA website. Agency will now work to analyze data as well as wind patterns, sources of air toxics, and pollutants to determine long-term health risks to school children and staff.

June 11, 2010 Researchers at NIST and JILA, joint institute of NIST and University of Colorado at Boulder, demonstrated new type of pulsed laser that excels at not producing light. Device instead generates sustained streams of dark pulses: repeated dips in light intensity. Described in Optics Express, this technology pioneers generate of dark pulses directly from semiconductor laser cavity without electrical or optical shaping of pulses after they are produced.

June 11, 2010 Using chemical trick that allows acidity of solution to be changed almost instantly, NIST team demonstrated technique for quantifying how stability of nanoparticle solutions change when acidity of their environment suddenly changes. Their results demonstrate that stability of nanoparticles, specifically their tendency to resist clumping, becomes very sensitive to pH under certain conditions. Studies such as this could provide strong foundation to design nanoparticles for specific applications.

June 11, 2010 Researchers from NIST, University of Maryland, and US FDA developed method to combine 2 substances - phospholipid membrane bubble (liposome) and particles of hydrogel, a water-filled network of polymer chains, for possible biomedical applications. Both components offer individual advantages and disadvantages for drug delivery, and combination hopes to utilize strengths of each material while compensating for any weaknesses.

June 11, 2010 ASTM is requesting papers for Ninth International Symposium on Bearing Steel Technologies: Advances in Rolling Contact Fatigue Strength Testing and Related Substitute Technologies, to be held November 17-18, 2011, in Tampa, FL. Papers reviewing user experience of various tests or substitute test methods, as well as original work papers on subject, and papers on treatment of statistical nature of rolling contact fatigue process are encouraged. Abstracts must be submitted by November 1, 2010.
EPA Grants inspire communities to combat climate change.

June 10, 2010 U.S. EPA is making up to $10 million in grants available through its Climate Showcase Communities program to local governments in order to help establish and carry out initiatives to reduce greenhouse gas emissions. EPA expects to award approximately 25 cooperative agreements ranging from 100,000-500,000 USD (U.S. Dollars), with approximately 5% of funds (500,000 USD) available specifically for tribal governments.
Manufacturers Urge Senate to pass Murkowski resolution.

June 10, 2010 NAM Executive VP Jay Timmons issued statement on Senator Lisa Murkowski's "resolution of disapproval" to prohibit EPA from regulating greenhouse gases under Clean Air Act. Specifically, Timmons encouraged senators "to vote in favor of the 'resolution of disapproval' and to stop the EPA from moving forward with its overreaching and economically destructive agenda." Timmons cited burdens that would create uncertainty, stifle job creation, and harm global competition.

As read, statement says that IPC SPVC supports efforts to eliminate trade of conflict metals, especially mined tin from Democratic Republic of Congo. IPC SPVC further believes that smelters and mines are in best position to develop and implement system to ensure mineral traceability and develop chain of custody data as well as ITRI's efforts to achieve said goal.

As final workshop, Emergency Evacuation Operations workshop will address standards development for emergency planning and contingencies for evacuation needs and concerns of persons with disabilities. Scheduled to take place in New Orleans, LA on June 17, workshop attendance is free but requires registration by June 9, 2010.

June 9, 2010 ANSI would like to inform all stakeholders that ISO 50001 has been recently approved as Draft International Standard. Developed by Project Committee 242, Energy management, ISO 50001 will provide energy management systems guidelines for industrial plants, commercial facilities, and entire organizations. Now that ISO 50001 has advanced to this draft stage, national member bodies of ISO have been invited to vote and comment on text of standard during 5-month balloting period.
