August 17, 2010 ASTM F2843 - Specification for Condition 0 Bicycle Frames, developed by Subcommittee F08.10 on Bicycles, can be used to set strength requirements for condition 0 bicycle frames. Strength, endurance, and impact requirements for frames of these sidewalk bikes, or bikes designed for young children riding under adult supervision, will prove useful for manufacturers and designers. Adoption is expected to also provide working balance for safety, cost, and performance.
EPA to hold public hearings on proposed transport rule.

August 16, 2010 U.S. EPA will hold 3 public hearings on its proposed transport rule, which would reduce interstate transport of ozone and fine particle pollution from power plants that drifts across borders of 31 eastern states and District of Columbia. Proposed rule, along with local and state air pollution controls, is designed to help areas in eastern U.S. meet existing national air quality health standards. Each hearing will begin at 9 a.m. and continue until 8 p.m. local time, or later if necessary.

August 16, 2010 Proposed ASTM standard - ASTM WK28941, Test Method for Determination of Strontium Concentration in Gypsum by Field Portable X-Ray Fluorescence - focuses on testing for strontium in wallboard. Being developed by Subcommittee C11.01 on Specifications and Test Methods for Gypsum Products, standard enables inspectors to reliably, quickly, and nondestructively determine strontium concentration as part of home inspection performed to identify problem drywall.
ASTM Textiles Standard provides guide to fibers.

August 16, 2010 Standard ASTM D7641, Guide for Textile Fibers, provides guide to variety of fibers used to manufacture diverse textile products. According to ASTM International Committee D13 member Vincent Diaz, this standard will help designers, buyers, test laboratories, educators, students, and regulators improve their understanding about relationships between commercial names, fiber identification, as well as geographical regions of fiber origins.

Savage explains that research and development efforts must remain top priorities, and addresses how challenges that will arise from increased demand for better fuel efficiencies and environmental clean-up will increase need for lighter construction materials such as aluminum. He also says there will be higher demand for better joining methods that incorporate welding products and consumables.

August 16, 2010 ASTM E2627, Practice for Determining Average Grain Size Using Electron Backscatter Diffraction in Fully Recrystallized Polycrystalline Materials, will be useful to metals users and producers. Electron backscatter diffraction can provide precise determinations as well as give information on grain size distribution and statistics. Because EBSD is a direct measurement of grain size, ASTM E2627 can be used to referee disputed measurements made through other techniques.

August 13, 2010 NAM President and CEO John Engler's statement, made after President Obama signed U.S. Manufacturing Enhancement Act of 2010, noted that this bill "will provide a needed boost to both large and small companies." Engler went on to say that this "legislation will also cut the costs of doing business in the United States and boost American manufacturing exports." He also said that additional work was needed, by Congress and Administration, to help lower trade barriers to increase exports.
Manufacturers' Sales on the rise in U.S. and Canada.

August 13, 2010 According to PTDA's June 2010 Market Outlook Report, sales of power transmission/motion control products by U.S. manufacturers rose 2.4% compared to previous months and Canadian manufacturers' sales rose 25.4%. In U.S., year-to-date sales rose 4.9% compared to same period in 2009, while Canadian sales rose 9.7%. All tracked categories in the U.S. showed month-to-month gains, with the exception of standard industrial motors.

Scheduled for September 28-30 in Sioux Falls, SD, it will provide participants with cross-cutting discussions among industry, academic, and government leaders. Sessions will cover such topics as care and use of animals in research, R/D funding, and livestock research bioethics.

August 13, 2010 According to NTSB, Washington Metropolitan Area Transit Authority should establish inspection and maintenance procedures to examine audio frequency track circuit modules within Metrorail system to identify and remove modules that exhibit pulse-type parasitic oscillation. They should also conduct safety analysis of Metrorail automatic train control system, implement cable insulation resistance testing, and replace 1000-series railcars with cars that have crashworthiness collision protection.

August 13, 2010 According to NTSB, Federal Transit Administration should facilitate development of non-punitive safety reporting programs at all transit agencies to collect reports from employees in all divisions within their agencies. They should also seek authority similar to Federal Railroad Administration regulations to require that transit agencies obtain toxicological specimens from covered transit employees and contractors who are fatally injured as a result of an on-duty accident.
NIST Translation Device Evaluations aid U.S. military.

August 13, 2010 With help of standards, NIST scientists are helping speech recognition and translation systems to become more adept at facilitating communication across language barriers. Scientists have specifically been conducting performance evaluations of speech translation systems for Defense Advanced Research Projects Agency (DARPA). Standards used in these evaluations cover equipment for speech audiometry, sensitive microphones, and speech intelligibility calculation.
ASTM Standard to help quantify rock abrasiveness.

August 13, 2010 ASTM D7625, Test Method for Laboratory Determination of Abrasiveness of Rock Using the CERCHAR Method, will assist civil and mining industries in quantifying rock abrasiveness properly and uniformly. Interested parties are invited to participate in an interlaboratory study and to investigate the relationship between rock abrasiveness and other physical properties of rock for future revisions to the standard.
U.S. EPA Regulations lead to ASTM carbon black standard.

August 12, 2010 U.S. EPA has set forth regulations that mandate greenhouse gas reporting in U.S. carbon black industry. These regulations were the impetus for development of ASTM International standard, ASTM D7633, Test Method for Carbon Black Carbon Content. Standard may be adopted into U.S. and Canadian greenhouse gas regulations, and may also eventually be adopted by other national environmental agencies, including those of EU countries that already have greenhouse gas reporting requirements.
