Kushnier met with representatives of Standardization Administration of China (SAC) to discuss expansion of the Standards Portal as well as those of Certification and Accreditation Administration of the People's Republic of China (CNCA)to discuss U.S.-China Conformity Assessment Project.

June 17, 2010 ASTM C1712, Test Method for Rapid Assessment of Static Segregation Resistance of Self-Consolidating Concrete Using Penetration Test, helps concrete producers develop and provide means of QC when measuring and maintaining stability of self-consolidating concrete mixtures. According to Mark Bury, chair of subcommittee responsible for this standard, test method can be used in laboratory or field, and results can be obtained within minutes of self-consolidating concrete production/placement.

EPA Notifies States of Areas that Would Not Meet Tighter Lead Air Standards.

June 17, 2010 US EPA notified states of areas that would not meet new, more protective national air quality standards for lead. Twelve of those states were notified that they have at least one area under consideration for nonattainment designation, based on 2008 lead standards. Using data from currently operating monitors, EPA will designate nonattainment areas by October 2010. States and tribes may comment on plans outlined in letters and provide additional information to EPA by August 16, 2010.

In a joint statement, organizations said hydrogen and fuel cell technologies "will deliver clean, efficient energy at home and at work, create hundreds of thousands of American jobs and, together with other technologies, eliminate the need for gasoline for passenger vehicles."

June 16, 2010 According to AMT and AMTDA (American Machine Tool Distributors' Association), US manufacturing technology consumption totaled $222.36 million in April. This total, as reported by companies participating in USMTC program, was down 15.6% from March but up 102.7% from total reported for April 2009. With year-to-date total of $783.03 million, 2010 is also up (50.6%) compared with 2009. Analysis of manufacturing technology consumption provides economic indicator.
IRIS Assessments on Hold pending EPA review.

June 16, 2010 U.S. EPA is holding 4 of its ongoing IRIS (Integrated Risk Information System) assessments pending review of underlying studies used therein. Assessments are being held due to National Toxicology Program (NTP) report that outlines review of research study completed by Ramazzini Institute. Report, which discusses findings from assessment by NTP pathologists of animal study on methanol, recommends further pathology reviews to resolve differences of opinion in diagnoses of certain cancers.
NREL Partners with U. Delaware on offshore wind research.

June 16, 2010 National Renewable Energy Laboratory (NREL) and the University of Delaware (UD)announced that they will work to establish potential offshore test site for commercial wind turbines off the Delaware coast. NREL and UD will develop test procedures specific to area's harsh offshore wind environment, and establish methods for predicting wind energy costs in the U.S. Test turbines can also potentially serve as classrooms for training future wind energy professionals, scientists, and engineers.
IPC comments on European Parliament's Environment Committee decision.

June 16, 2010 IPC was disappointed at European Parliament's Environment Committee vote to include broad families of chemicals, such as organobromines, in Annex III for priority assessment. Of specific concern was how process outlined in amendments approved today does not define rigorous scientific methodology. According to Fern Abrams of IPC, proposed process could "lead to additional substance restrictions that provide neither environmental nor human health benefits."
MESA publishes white paper, announces conference topics.

June 16, 2010 MESA Announces the publishing of "Integration of Manufacturing Intelligence with MOM." The white paper details uses of ISA-95 to monitor and maintain goals alignment between both financial and operations metrics, and applies an ISA-95 integration process to business intelligence and manufacturing operations management (MOM) for a packaging line example. The paper will be presented at the MESA 2010 North American Conference to be held June 21-23 in Dearborn, Michigan.
NREL Research Facility to help study renewable energy systems.

June 15, 2010 U.S. Department of Energy's NREL has signed contract with JE Dunn and SmithGroup to begin design and construction of Energy Systems Integration Facility. To be 175,000 sq ft in size, building will house space for 200-250 researchers and support staff. It will be nation's only facility that can conduct megawatt-scale testing of all components and strategies for deploying renewable energy and other energy-efficiency technologies into electric grid. Construction will start in spring 2011.
2010 ASHRAE Ventilation Standard adds new requirements.

June 15, 2010 ANSI/ASHRAE Standard 62.1-2010, Ventilation for Acceptable Indoor Air Quality, sets minimum ventilation rates and other requirements for commercial and institutional buildings. Among changes to this standard are modifications to Natural Ventilation Rate Procedure, relocation of requirements related to exhaust systems to new section, and increased requirements for IAQ procedure. Standard also contains table of VOCs designers might want to consider as possible contaminants of concern.

June 15, 2010 IPC has released A revision of IPC-9592, Requirements for Power Conversion Devices (PCD) for the Computer and Telecommunications Industries. Document provides more definitive preconditioning tests for Category 2 printed board SMT PCD modules with DC-to-DC converters that also simulate stresses encountered during solder reflow assembly process. Revision also covers moisture sensitivity levels for PCDs, corrosion, as well as highly accelerated life testing (HALT) for PCDs.

June 14, 2010 Committee E08 on Fatigue and Fracture has honored Steven R. Thompson with 2010 ASTM International Award of Merit and title of fellow. Thomson, Senior Materials Engineer at Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, was cited by E08 for leadership and technical contributions to development of standards for characterization of fatigue crack growth rates. He also received Awards of Appreciation in 2000 and 2008 and has been member of ASTM since 1988.
