October 7, 2010 NTSB's fishing vessel safety forum will address safety issues in commercial fishing industry - from both industry and government perspectives - and identify strategies for preventing accidents and minimizing rate of injuries and fatalities. Panel topics will include vessel-related issues impacting safety, fisheries management practices and impacts on safety, lifesaving equipment, training of crew members, and perspective of fishermen on safety.
FAA Spaceport Grants will strengthen commercial space activities.

October 7, 2010 Awarded to 4 separate projects in Alaska, California, Florida, and New Mexico, Space Transportation Infrastructure Matching Grants will fund projects that develop and expand commercial space transportation infrastructure. FAA Administrator Randy Babbitt said this grant program underscores commitment towards making sure U.S. remains world leader in space development and exploration. It will also help ensure commercial space industry can meet current and future space transportation needs.
DIN Submits Proposal for standard on additive manufacturing.

October 7, 2010 DIN, German member body to ISO, submitted proposal to ISO for new standard on additive manufacturing - rapid technologies (rapid prototyping). As US member body to ISO, ANSI invites all interested stakeholders to submit comments on proposal by November 5, 2010. According to work item proposal, standard would cover principal considerations applicable to design, fabrication, and assessment of parts produced by additive fabrication.

NIST names 15 to Smart Grid Advisory Committee.

October 7, 2010 NIST has named 15 leaders from cross section of U.S. industry, academia, trade, and professional organizations to serve on Smart Grid Advisory Committee, which will advise NIST Director Pat Gallagher on direction of NIST's Smart Grid-related programs and activities. Under Energy Independence and Security Act of 2007, NIST leads nationwide effort to expedite development of consensus interoperability standards that enable two-way flows of energy and information on Smart Grid.
EPA Awards Environmental Justice Grants totaling $1.9 million.

October 7, 2010 EPA has awarded $1.9 million in environmental justice grants to 76 non-profit organizations and local governments working on environmental justice issues nationwide. Grantee projects include trainings for local residents to increase recycling, avoiding heat stroke, improving indoor air quality, reducing carbon emissions through weatherization, and green jobs training programs. Current funding is largest amount in 1 yr for environmental justice grants in more than decade.
NAM urges Administration to lift offshore drilling moratorium.

October 7, 2010 According to NAM President John Engler, manufacturers are alarmed by comments made by Interior officials indicating that even once formal moratorium is lifted, it will take weeks and months for permits to be issued. Dragging out permitting process will force nation to rely even more on foreign producers and will discourage investment in new projects, stifling job creation. In short term, moratorium could cost 46,200 jobs and more than %2.7 billion in economic activity.
Ratification of UK/Australia Treaties welcomed by manufacturers.

"By streamlining the licensing process for manufactured defense goods and technologies between our countries and improving defense cooperation," commented Vargo, "these treaties will improve U.S. national security and global competitiveness."

Along with ASTM E2597, standards provide complete information source for users and manufacturers of digital detector arrays.

Overall reading of distributor and manufacturer members revealed 77.0 reading; reading above 50 indicates growth. Conducted by PTDA and Cleveland Research Company, index tracks change in business activity, new orders, employment, supplier deliveries, inventories, prices, and backlog in PT/MC market.
ASTM creates subcommittee on nano-enabled consumer products.

October 7, 2010 ASTM International Committee E56 on Nanotechnology has created subcommittee E56.06 on Nano-Enabled Consumer Products, which will develop scientifically credible standards for identification, evaluation, and assessment of engineered nanomaterials in consumer products. Projects under consideration include standards for measurement and evaluation of silver in textiles and liquids, and standards for assessment of nanosilver exposure potential from use of textile and liquid consumer products.

October 6, 2010 After 20 years with its research components organized by scientific disciplines, NIST is realigning its laboratories according to mission-based structure. Realignment consists of replacing current single deputy director position with 3 career associate directors responsible for NIST laboratory, extramural, and administrative programs, and reducing number of NIST laboratory units from 10 to 6. New structure includes 2 metrology laboratories, 2 technology laboratories, and 2 user facilities.

October 6, 2010 NIST vision scientist Wendy Davis, along with Yoshi Ohno and team of physicists, created NIST Spectrally Tunable Lighting Facility to improve LED quality of light for home use. Here, scientists experiment with combining LEDs of different hues to produce overall light color that pleases the eye. One section of lab is decorated like a living room with hundreds of LEDs covering ceiling. Adjusting level of different colors demonstrates effect lighting has on appearance of food and furniture below.

Also, members of ANSI's Intellectual Property Rights Policy Committee met with CNIS to discuss comments submitted by IPRPC in response to CNIS' notice of draft rule regarding use of IP in standards.
US EPA and DOT advance tight tailpipe, fuel economy standards.

October 6, 2010 To satisfy federal and California standards, US DOT National Highway Traffic Safety Administration (NHTSA) and US EPA will begin developing stricter greenhouse gas and fuel economy standards for passenger cars and trucks built in model years 2017-2025. Effects include saving consumers money by cutting down on fuel costs, improving national energy security by reducing dependence on petroleum, and protecting environment by reducing greenhouse gas pollution.
