FTC proposes revisions to environmental marketing guides.

October 13, 2010 Federal Trade Commission (FTC) has released proposed revisions to their Guides For The Use of Environmental Marketing Claims. Proposed revisions will help marketers avoid making misleading environmental claims, and will include guidance on use of product certifications and seals of approval, renewable energy claims, renewable materials claims, and carbon offset claims. Agency is seeking public comments on proposed changes until December 10, 2010.

October 12, 2010 ASTM Standards for Fire Hazards in Oxygen Systems, offered in CD-ROM or bound format, features 23 ASTM standards that address fire hazards in oxygen systems, including safe practices in design, materials selection, storage, handling, and operations. While serving as resource for those involved in production or use of liquid or gaseous oxygen or oxygen-enriched gas mixtures, compilation also complements ASTM Manual on Safe Use of Oxygen and Oxygen Systems (Manual 36).

October 12, 2010 Currently in development, ASTM WK29237, Practice for Design Calculations of Close-Fit Liners, regulates design calculations used by engineers when designing close-fit liners for plastic pipe. This ASTM International standard, expected to cover circular and non-circular installations, will benefit practicing engineers as well as owners of rehabilitated pipelines. Interested parties are invited to participate in development of this new standard.
DoD Appropriations Bill on hold until Congress reconvenes.

October 12, 2010 Congress adjourned without taking action on House version of Fiscal Year 2011 Department of Defense Appropriations Bill, which sources say contains provision directing DoD to conduct a defense industrial base assessment of printed board industry and its supply chain. A direct result of IPC's lobbying efforts, provision is a key step in ensuring future supply of secure defense electronics. When Congress resumes, IPC expects DoD Appropriations Bill to be finalized and signed by President.
EPA extends compliance date on spill prevention rule.

October 12, 2010 U.S. EPA is extending compliance date by 1 year for certain facilities subject to amendments to Spill Prevention and Countermeasure rule. Some facilities, such as offshore drilling, production, workover, and certain onshore facilities, will not be eligible for 1 year extension and will have to comply by November 10, 2010. Purpose of SPCC rule is to establish requirements for facilities to prevent discharge of oil into navigable waters or adjoining shorelines.
Lead Producer to pay large fine for environmental violations.

October 12, 2010 US EPA, US Justice Department, and Missouri Department of Natural Resources announced that Doe Run Resources Corp. agreed to spend $65 million to correct violations of environmental laws at 10 of its lead mining, milling, and smelting facilities in southeast Missouri. This settlement will reduce lead pollution in immediate town as well as those nearby and encourage development of technologies and projects to improve environment in impacted communities.

October 12, 2010 Developed by Subcommittee F06.40 on Practices, part of ASTM International Committee F06 on Resilient Floor Coverings, ASTM F2659 qualifies non-destructive moisture meters used in determining moisture levels in concrete, gypsum, and other types of floor slabs. Standard provides guidelines for how, where, and when such moisture meters are used and what limitations exist. It can be used by flooring installers, consultants and inspectors, and material manufacturers and suppliers.
U.S. FAA proposes new rules for helicopter operators. .

October 11, 2010 FAA's proposed rules for helicopter operators, including air ambulances, would require them to use latest on-board technology and equipment to avoid terrain and obstacles. Operators would also be required to follow certain procedures for flying in challenging weather, at night, and when landing in remote locations. Estimated cost of proposal for air ambulance industry is $136 million with total benefit of $160 million over 10 yr. Close of 90-day public comment period is January 10, 2011.

October 11, 2010 Jointly filed motion in U.S. District Court from U.S. Department of Energy (DOE) and Washington State Department of Ecology asks court to approve and enter judicial consent decree that imposes new, enforceable, and achievable schedule for cleaning up waste from Hanford's underground tanks. Settlement also includes milestones in Tri-Party Agreement, which is an administrative order between DOE, Ecology, and U.S. EPA that governs cleanup at DOE's Hanford Site.

October 11, 2010 NIST Center for Nanoscale Science and Technology will award 5-year cooperative agreement totaling $15 million to University of Maryland (UMD) to develop and implement Postdoctoral Researcher and Visiting Fellow Measurement Science and Engineering Program. This program will support development of nanotechnology by providing as many as 100 researchers with one- to two-year appointments at CNST. Positions are open to all qualified applicants.
