Two Hydrogen Standards approved by ASTM gaseous fuels committee.

December 21, 2010 ASTM International Committee D03 on Gaseous Fuels approved 2 new standards for hydrogen fuel industry: ASTM D7650, Test Method for Sampling of Particulate Matter in High Pressure Hydrogen Used as a Gaseous Fuel with an In-Stream Filter, and ASTM D7651, Test Method for Gravimetric Measurement of Particulate Concentration of Hydrogen Fuel. Both address critical stakeholder needs for sampling and determination of particulate matter in hydrogen fuel used as fuel cell feed gas.
Papers Invite Issued for ASTM oxygen-enriched atmosphere symposium.

December 20, 2010 Papers are being sought for Thirteenth International Symposium on Flammability and Sensitivity of Materials in Oxygen-Enriched Atmospheres, which will be held September 19-21, 2012 in Montreal, Quebec, Canada. Providing forum for exchange of ideas, symposium asks for papers with focus on improving safety for manufacturing, safe use and current research conducted related to oxygen, oxygen-enriched atmospheres, and non-oxygen oxidizer systems.
A&WMA Workshops to address Clean Air Act compliance.

December 20, 2010 AWMA will hold series of workshops throughout 2011 to provide environmental professionals with updated information on writing and submitting air quality permits, based on new and revised Clean Air Act regulations. Titled "Understanding Today's Clean Air Act Permit Programs," first workshop will offer discussion and hands-on training on permitting under National Ambient Air Quality Standards, New Source Review, PM2.5, 8-hour Ozone Standard, and Greenhouse Gas Tailoring Rule.
ISO Standards Projects are underway to develop safety symbols.

December 20, 2010 ASABE announces ISO approval of 2 projects to develop international standards for cautionary signs used on slow-moving vehicles (SMV). SMV standard would establish emblem as international symbol for slow-moving vehicles operated on public roads. Although used primarily on agricultural field equipment, it would also be applied to other machines/vehicles that travel at up to 65 kph. Speed identification symbol, used in combination with SMV emblem, would indicate max safe ground speed of equipment.

December 20, 2010 Broadband Forum's Q4 2010 meeting celebrated industry milestone of 500 million broadband subscribers and included publishing of 11 technical reports. New specifications ranged from IPv6 to TR-069 Software Module Management to DSL Quality Management, while white papers on Unified MPLS and hybrid fiber-copper solutions for 4th Generation Broadband (4GBB) were introduced. Also, delegates from over 200 companies elected Christophe Alter of France Telecom Orange as Chair of Technical Committee.

December 20, 2010 According to December 2010 PMA Business Conditions Report, 40% of participants forecast improvement in economic activity during next 3 months, up from 20% in November, while 46% predict activity will remain unchanged, and 14% report that activity will decline. Metalforming companies also expect improvement in incoming orders for the next 3 months. However, 35% of participants report that shipping levels are below levels of 3 months ago.

December 20, 2010 Scheduled for April 14, 2011, Myth Busting: Disputed Issued in Sensory Evaluation seminar will be held in conjunction with April 10-15 standards development meetings. Seminar will focus on variety of myths, including: sip tests are not predictive of larger consumption tests; older consumers cannot discriminate differences; flavor and texture are independent; discrimination testing should be conducted with naive consumers; and replications in analytical sensory tests are unimportant.

December 17, 2010 NTSB Chairman Deborah A. P. Hersman said federal advisory panel recommendations dealing with child safety in aviation are a step in the right direction but do not go far enough. "We appreciate the FAAC acknowledging the dangers associated with children flying on their parents' laps," Hersman stated, "but we would have preferred to see the FAA be mandated to require that every person including our youngest children be restrained appropriately for their age and size."

An ASTM International fellow and member since 1983, Rand has been active in ASTM Committee D02 on Petroleum Products and Lubricants for years and is the developer of 2 ASTM Technical and Professional Training courses.
NIST announces funding for 9 research projects.

December 17, 2010 NIST announced total of more than $22 million in funding for 9 research projects targeting innovative manufacturing technologies in fields ranging from biopharmaceuticals and electronics to renewable energy sources and energy storage. Funded by NIST's Technology Innovation Program, awards will be matched by other funding sources and are expected to result in an estimated $46 million in new advanced manufacturing research over next 3 years.
NESCC Meeting Explores nuclear commercialization standards.

December 16, 2010 Meeting of Nuclear Energy Standards Coordination Collaborative (NESCC) on November 22, 2010 focused on standards required to jumpstart widespread commercialization of U.S. nuclear industry. NESCC seeks to identify standards needed for design, operation, development, licensing, and deployment of nuclear power plants as well as other nuclear technologies. Meeting drew 46 individuals across industry, government, and standards developing organizations.
Cooperative Agreement Reached between IEC, ILAC, and IAF.

December 16, 2010 Signed in China, tripartite MoU (Memorandum of Understanding) between IEC, ILAC, and IAF will help reduce cost, time, and complexity for reassessment of certification bodies and testing laboratories accredited by IAF and ILAC Member Accreditation Bodies. Singular reassessment, as opposed to 3, will now suffice and be accepted by all bodies. Successful pilot program has already been put into place to test this approach, along with dedicated website to implement tripartite Agreement.
Senate Bill provides much-needed incentives to grow economy.

December 16, 2010 NAM EVP Jay Timmons issued statement on Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010. According to Timmons, manufacturers strongly support extending this critical tax relief to all Americans and encourage Senate to move forward with legislation. Congressional Budget Office estimates that fully extending all 2001/2003 individual tax rates would add between 600,000 and 1.4 million jobs in 2011 and between 900,000 and 2.7 million jobs in 2012.

December 16, 2010 Regarding Senate passage of Tax Relief, Unemployment Insurance Reauthorization and Job Creation Act of 2010, NAM Executive Vice President Jay Timmons said "Manufacturers commend the Senate for its strong bipartisan vote." He also described incentives, including R/D credit extension and 100% expensing, as much-needed and claimed they will "boost the prospects for economic recovery and job growth in 2011." Timmons went on to urge House to quickly pass this bill without any amendments.

Manufacturing park focused on rapid new product development and production will be developed to assist growing Colorado businesses.
