Proposed ASTM Standard to cover use of doublers in ship repair.

December 31, 2010 Many ship owners and operators repair ship structures with temporary steel patches known as doublers. U.S. Coast Guard and Navy, as well as other maritime authorities, usually allow such patches until ship's next inspection period, which can be as long as 3-5 years from date of repair. Subcommittee F25.01 on Structures is working on proposed new standard that will cover doublers: ASTM WK30649, Guide for Steel Ship Structure Repair Doubler Plate Design.
Determining Coal Bed Gas Content is focus of ASTM standard.

December 31, 2010 ASTM D7569, Practice for Determination of Gas Content of Coal - Direct Desorption Method, describes method for determining gas content of coal from such sources by desorption, using samples obtained by surface drilling. U.S. Geological Survey research geologist Peter Warwick called ASTM D7569 "an important procedure for establishing a resource base for investment and development," citing potential use by government, industry, and research laboratories.
NTSB makes recommendations to U.S. Forest Service.

December 31, 2010 According to NTSB, U.S. Forest Service should develop mission-specific operating standards for firefighter transport operations that include procedures for completing load calculations and verifying that actual aircraft performance matches predicted performance. Service should also require adherence to aircraft operating limitations, and detail the specific 14 Code of Federal Regulations Part 135 regulations that are to be complied with by its contractors.
ASTM approves standards on particulate matter emissions.

December 30, 2010 U.S. EPA is revising New Source Performance Standards for wood burning heaters. Two ASTM International standards on particulate matter emissions have been developed by Committee E06 on Performance of Buildings with the goal that they be referenced in the revised NSPS. ASTM E2779 and ASTM E2780 prescribe fueling and operating protocols for use when measuring particulate emissions from pellet burning and hand-fueled wood heaters, respectively.
ASTM Petroleum Committee works on proposed ETBE test method.

December 30, 2010 Approval of proposed standard ASTM WK30961, Test Method for Analysis of Ethyl Tertiary-Butyl Ether (ETBE) by Gas Chromatography, will allow D02 specification to attain full compliance with Form and Style for ASTM Standards. Replacement of annex A1, Modification to Test Method D5441, Test Method for Analysis of ETBE by Gas Chromatography, with ASTM WK30961 will ensure test method with appropriate precision and bias statements.
NTSB makes safety recommendations to FAA.

December 30, 2010 According to NTSB, FAA should require that hover performance charts published by helicopter manufacturers reflect true performance of helicopters in all conditions for which charts are applicable. FAA should also develop and implement surveillance program for 14 CFR Part 135 operators with aircraft that can operate as both public and civil aircraft. Additionally, FAA should require installation of fuel tanks that meet requirements of 14 CFR 29.952 on S-61 helicopters used for passenger transport.

December 29, 2010 President Obama signed into law the Tax Relief, Unemployment Insurance Reauthorization and Job Creation Act of 2010, which reinstates research and development tax credits for 2010 and extends them through 2011. According to Anthony Hilvers, IPC VP of industry programs, R/D tax credits enable U.S. electronics companies to compete globally and remain profitable and viable. Tax Cuts Bill also provides 100% bonus depreciation for investments placed in service between Sept 8, 2010 and Dec 31, 2011.

December 29, 2010 IEEE, an ANSI member, published IEEE 269-2010 Standard, which provides practical methods for making laboratory measurements of electroacoustic characteristics of analog and digital telephones, handsets, and headsets. Methods can also apply to cordless, wireless, and mobile communications devices. For construction industry, ANSI/ASSE A10.11-2010 establishes safety requirements for selection, installation, and use of personnel and debris nets during construction, repair, and demolition operations.
U.S. Clean Water Act Settlement to protect Lake Erie.

December 28, 2010 U.S. EPA and U.S. Justice Department announced Clean Water Act settlement with Northeast Ohio Regional Sewer District that will address flow of untreated sewage into Cleveland area waterways and Lake Erie. Settlement will safeguard water quality and protect human health by capturing and treating more than 98% of wet weather flows entering combined sewer system, which services Cleveland and 59 adjoining communities. Sewer district estimates that investment will lead to more than 30,000 jobs.
EPA to set modest pace for greenhouse gas standards.

December 28, 2010 U.S. EPA issued plan for establishing greenhouse gas pollution standards under Clean Air Act in 2011. Agency looked at a number of sectors and is moving forward on GHG standards for fossil fuel power plants and petroleum refineries - 2 of the largest industrial sources, representing nearly 40% of GHG pollution in U.S. Under agreement, EPA will propose standards for power plants in July 2011 and for refineries in December 2011 and will issue final standards in May and November 2012, respectively.

December 28, 2010 According to November findings from IPC's monthly North American PCB Statistical Program, rigid PCB shipments were up 9.7% and bookings increased 4.3% in Nov 2010 from Nov 2009, while book-to-bill ratio fell to 0.96. Flexible circuit shipments were up 38.8%, bookings grew 14.2%, and book-to-bill ratio dropped to 0.92 compared to Nov 2009. For rigid and flexible circuits combined, industry shipments in Nov 2010 increased 11.8% from Nov 2009, as orders booked increased 5.0%.

Specific standards included ASTM F1169, Consumer Safety Specification for Full-Size Baby Cribs, and ASTM F406, Consumer Safety Specification for Non-Full-Size Baby Cribs/Play Yards.

December 28, 2010 Jay Timmons of NAM made a statement on EPA's announced greenhouse gas (GHG) policy for power plants and refineries as well as its takeover of Texas air permitting process. According to Timmons, EPA and current Administration are "moving forward with regulations that will crush economic growth" and that the overreaching agenda will raise energy costs and hurt manufacturers in many aspects. Timmons also asked whether EPA has resources or capacity needed to implement these regulations.

December 23, 2010 U.S. Department of Commerce's Internet Policy Task Force outlined initial set of recommendations to strengthen foundation of commercial data privacy in U.S. Also, Federal Trade Commission issued preliminary report proposing framework to balance interests of consumers with innovation that relies on consumer information to develop new products and services. Report recommends "Do Not Track" mechanism so consumers can choose whether to allow collection of data regarding online searching and browsing.
