February 10, 2011 ASABE initiated project to adopt, nationally, international standard ISO 12188-1:2010, Tractors and machinery for agriculture and forestry - Testing procedures for positioning and guidance systems in agriculture - Part 1: Dynamic testing of satellite-based positioning devices used in agriculture. Adoption increases exposure of standard and its benefits in North American marketplace while further harmonizing national and international standardization.

February 10, 2011 NASA has partnered with Worcester Polytechnic Institute (WPI), which will manage Sample Return Robot Challenge that will demonstrate how robot can locate and retrieve geologic samples from varied terrain without human control. Program seeks to encourage innovations in automatic navigation and robotic manipulator technologies. To take place in spring of 2012, competition will offer winning prize of $1.5 million, funded by NASA, while WPI will publish rules and register competitors.

February 9, 2011 NTSB recommendations to U.S. Coast Guard include M-10-4, which concerns inappropriate use of loudhailers by vessels for sound signaling and corrective actions. For new ferry vessels, M-10-5 requires installation of voyage data recorders that meet international performance standard. Similarly, M-10-6 requires voyage data recorder installation on ferry vessels built before enactment of voyage data recorder carriage requirements that will record specific video, audio, and parametric data.

February 9, 2011 Dennis Slater, AEM President, responded to House Appropriations Committee's intent to cut 17% of federal transportation budget by calling the notion "discouraging." Demanding right to returns on commuter investments, Slater cited 18.4 cent federal fuel and 24.4 diesel tax that went towards Highway Trust Fund for 2010-11 fiscal year. Contributions thereto, he continued, should be dedicated to transportation infrastructure maintenance/improvement, not to deficit reduction.

February 9, 2011 U.S. DOE announced investment of up to $7 million in total funding through NREL to support development and commercialization of solar energy technologies. In current round of PV Technology Incubator program, companies were selected in 1 of 2 categories: Tier 1, representing development of commercially viable prototypes, receiving up to $1 million over 12 months; and Tier 2, representing development and manufacturing scale-up of pilot-scale processes receiving up to $4 million over 18 months.
USDA will let farmers plant biotech sugar beets for 2011 season.

February 9, 2011 U.S. Department of Agriculture announced that it will issue partial deregulation for Roundup Ready sugar beets, which are genetically engineered to tolerate the herbicide glyphosate. Partial deregulation is necessary so growers can begin spring planting while USDA completes comprehensive environmental impact statement ordered by District Court ruling in August 2010, which will further analyze potential environmental impact of crop.

NIST opens cloud computing documents for public comment.

February 9, 2011 NIST has published A NIST Definition of Cloud Computing, SP 800-145 as well as Guidelines on Security and Privacy in Public Cloud Computing, SP 800-144 that provides overview of security and privacy challenges for public cloud computing. Organization is seeking public comment for both documents by no later than February 28, 2011. It has also announced NIST Cloud Computing Collaboration Site which offers general information about NIST's cloud computing program and lists cloud computing events.
NIST to Cease Calibrating Mercury Thermometers in March.

February 9, 2011 Beginning March 1, 2011, NIST will no longer provide calibration services for mercury thermometers. NIST began providing this service in 1901, and its closure is part of larger, collaborative effort to phase out mercury thermometer use altogether. While some ASTM standards stipulate use of mercury thermometers, these standards have fallen behind state laws. Presently, 300 of ~700 standards have been amended to allow for use of mercury-free liquid-in-glass and digital thermometers.
