North American PCB Sales for 2013 end slightly below 2012.

February 11, 2014 December 2013 findings of North American PCB Statistical Program show sales ended year at -1.9% compared to 2012 and that book-to-bill ratio improved slightly to 0.92 but remains below parity. North American PCB shipments increased 2.2% from December 2012, and sales were up 6.6% over prior month. North American PCB bookings, which fell to -8.0% year over year, reduced yearly order growth to -1.1% below 2012. December bookings grew 17.7% over prior month.
NEMA publishes roadway and area lighting equipment standard.

February 11, 2014 NEMA published ANSI C136.41-2013 For Roadway and Area Lighting Equipment–Dimming Control Between an External Locking Type Photocontrol and Ballast or Driver. Standard describes methods of light level control between external locking type photocontrol (or similar device) and dimmable ballast or driver for street and area lighting equipment. Mechanical, electrical, and marking requirements are established for dimming, locking type photocontrols, and mating receptacles.
ASTM Develops Standard for central vacuum cleaner performance.

February 11, 2014 ASTM F2826, Test Method for Evaluating the Sustained Air Performance and Exhaust Emissions of Central Vacuum Cleaning Units, was developed by Subcommittee F11.22 on Air Performance. This standard will help manufacturers determine how well their products will perform over time, identify areas in which they might improve their designs, and provide sensible, test-based advertising claims. Interested parties are welcome to participate in developing F11.22 standards.

February 10, 2014 BIO and Indiana Health Industry Forum commend Indiana State Senate for passing legislation designed to create pathway for the substitution of interchangeable biologic medicines. Legislation ensures transparency and communication between patients and their treatment teams. Policies outlined in the identical SB 262 align with BIO’s principles on biologic substitution, therefore BIO and IHIF support passage of this bill as it moves along for consideration by the Indiana House of Representatives.

February 10, 2014 Phase II of National Stormwater Calculator and Climate Assessment Tool package includes future climate vulnerability scenarios. Estimating annual amount of stormwater runoff from specific location, application includes changes in seasonal precipitation; effects of more frequent, high-intensity storms; and changes in evaporation rates based on climate change scenarios. Capabilities add to phase I release, which included local soil conditions, slope, land cover, and historical rainfall records.
EPA and Freddie Mac aim to cut multifamily building pollution.

February 10, 2014 Agreement signed between EPA's Energy Star® program and Freddie Mac will help cut carbon pollution while increasing affordability of multifamily housing properties. Memorandum of understanding outlines key strategies to make multifamily housing more affordable by encouraging building owners and tenants to benchmark their energy and water performance as well as take steps to improve efficiency.
FAA announces that India has been assigned Category 2 rating.

February 10, 2014 Based on a recent reassessment of the country's civil aviation authority, India has been assigned Category 2 rating under FAA's International Aviation Safety Assessment program. This signifies that India's civil aviation safety oversight regime does not comply with international safety standards set by the International Civil Aviation Organization. With Category 2 rating, India’s carriers can continue existing service to the U.S., but will not be allowed to establish new service to the U.S.

Conference report on the legislation contains $881 million in mandatory funding for the programs, long-overdue eligibility to renewable chemicals under Section 9003 Biorefinery Assistance Program and Section 9007 Biomass Research and Development Program, and support for new purpose grown energy crops.

Products described in standard are used in hospitals, schools, churches, retail, and other commercial spaces.

February 6, 2014 BIO President and CEO Jim Greenwood sent letter to Congress members urging passage of the Farm Bill, writing, "The Farm Bill conference report is a good bill that will drive the growth of America’s 21st Century bio-based economy." In particular, BIO supports Farm Bill provisions that provide eligibility to renewable chemicals under Section 9003 Biorefinery Assistance Program; strengthen Biobased Markets Program to accelerate market awareness; and prioritize R&D on crop insurance options.

February 6, 2014 In official comments, BIO emphasized that the EPA lacks authority to waive overall 2014 volume requirements for Renewable Fuel Standard, particularly when production and supply of advanced biofuels continues to grow. If EPA does lower biofuel volume requirements, it will undercut efforts to commercialize new cellulosic biofuel technologies just as they begin to enter the market. EPA should not put at risk the progress the advanced biofuel industry has made in commercializing new biofuels.
NEMA supports energy efficiency incentives in tax reform.

February 6, 2014 NEMA transmitted to Senate Finance Committee Chairman, Max Baucus, comments on the Energy Tax Reform Proposals he released last month. NEMA compliments the chairman for taking on the important challenge of comprehensive tax reform and goals of broadening the tax base, simplifying code, and lowering corporate income tax rate. At the same time, NEMA believes that achieving these goals must include incentives for energy efficiency, since the U.S. currently wastes more energy than it consumes.

February 4, 2014 Two proposed ASTM standards provide test methods for determining particle size. They include ASTM WK11776, Test Methods for Particle-Size Distribution (Gradation) of Fine-Grained Soils Using the Sedimentation (Hydrometer) Analysis, and ASTM WK38106, Test Method for Particle-Size Analysis of Soils Combining the Sieve and Sedimentation Techniques. Gradation is used to classify soils for engineering and agricultural purposes, since particle size influences how fast or slow fluids move through soil.
