Metal Halide Lamp Shipments remain solid during 2010 Q3.

December 9, 2010 Shipments of metal halide high intensity discharge (HID) lamps grew 4.6% to 87.1 during 2010 Q3, and index showed year-over-year growth of 5.7%. Conversely, sodium vapor HID lamp shipments fell 10.4% during quarter to 82.1. Mercury vapor lamps carved out 5.4% share of HID lamp market, showing 1.3% increase over previous quarter. Market shares for metal halide lamps rose to 63.3% of total shipments while that of sodium vapor lamps contracted to 31.3%.

Specifically, it establishes performance, labeling, and certification requirements. New from ASTM International, ASTM F1952-10 addresses impact protection as well as performance criteria for chin bars on full-face requirements for downhill mountain bike helmets.

NAM Official comments on proposed tax relief compromise.

December 9, 2010 Agreement between President Obama and Congressional Republicans on tax relief includes provisions such as tax relief for small businesses, 100% expensing, estate tax reform, preferential tax rates for investment income, and R&D tax credit. In response, NAM's John Engler said R&D credit and other business extenders are key to manufacturers' competitiveness and ability to create jobs. Engler also said 100% expensing provision will encourage investment and create demand for machinery and equipment.
ASTM Subcommittee ponders steam cleaning product test methods.

December 9, 2010 ASTM subcommittee F11.40 on Steam Products, part of ASTM International Committee F11 on Vacuum Cleaners, will be developing test methods to measure performance and durability of hard surface cleaning products that employ steam. As F11.40 Chairman, Kenneth M. Lee expressed desire to "draw manufacturers and general interest groups together under the ASTM consensus forum to develop fair and unbiased standards for evaluating steam cleaning products."
AASHTO Touts Obama Speech for transportation investment.

December 9, 2010 In his statement concerning President Barack Obama's continued attention towards transportation investment, AASHTO Executive Director John Horsley noted that such investment called for is "best achieved through a robust, multiyear highway and transit reauthorization bill." Such a milestone, he added, will not come easy, and the objective will now be to "turn his words into bipartisan Congressional action that will lead to a highway and transit bill that works for America."

According to F12 committee chairman Ed Conrath, ASTM F967 is being revised to incorporate latest security symbols used in engineering and security industry. Interested parties are invited to send new symbols or revised existing symbols for possible incorporation into standard.
NIST Research Team builds scanning probe microscope.

December 9, 2010 Research team from NIST, University of Maryland, Janis Research Company, Inc., and Seoul National University has designed and built the ULTSPM, an ultra-low temperature scanning probe microscope. Detailed in recent paper, unit can resolve energy levels separated by 1 millionth of an electron volt. To achieve ULTSPM's ultra low operating temperature of 10 millikelvins, team designed low-noise dilution refrigerator to supplement device's 3 m deep, 250 L liquid helium bath.
NVLAP recognized by ENERGY STARŽ as accrediting body.

December 9, 2010 ENERGY STARŽ, a program of EPA and Department of Energy to promote energy efficiency, has recognized NIST's National Voluntary Laboratory Accreditation Program as an accrediting body. This recognition enables NVLAP to accredit independent labs as having the technical capability necessary to test products to determine whether they meet ENERGY STAR requirements. NVLAP accreditation will be a necessary first step for a laboratory's test data to be accepted under enhanced ENERGY STAR program.

December 8, 2010 In line with WTO's Agreement on Technical Barriers to Trade, China has formally notified the WTO of proposed revisions to Chinese legislation guiding use of toxic and hazardous materials in electronic and electrical products. ANSI Manufacturer Member Roundtable in China has published an English translation of the Chinese document for full members. ANSI encourages interested U.S. stakeholders to submit comments regarding proposed changes and their potential impact on U.S. companies.
