The bill was also called "a smart approach to education and training that will benefit employers, employees, and the overall economy."

April 5, 2011 AIA supports the FAA Reauthorization and Reform Act of 2011 approved by U.S. House on April 1. The air traffic management system known as NextGen will mean more safety and efficiency, lower noise and emissions, and billions of dollars in economic and environmental benefits. AIA also commends House's acknowledgement of the benefits of bilateral aviation safety agreements, which increase FAA's efficiency, enhance FAA's international safety oversight, and help protect U.S. jobs.
AAMA responds to EPA call for comment on LRRP regulations.

April 4, 2011 Responding to EPA's call for comments on existing regulations, AAMA provided comments and information regarding economic impact of EPA's 2010 implementation of the Lead: Renovation, Repair and Painting regulations and amendment to "opt-out" provision. AAMA questions EPA's decision to move forward on this rule based on limited and questionable scientific data; dichotomy of CDC research; and continued use of lead test kits that do not meet EPA false-positive criteria.

AIA Makes Statement on WTO subsidies decision.

April 4, 2011 Final ruling of World Trade Organization (WTO) 353 Panel, rejecting majority of Europe's claims against US of illegal subsidization of its large commercial aircraft industry, was welcomed by AIA. This outcome is the opposite of recent 316 Panel ruling, where 80% of US claims of illegal European subsidies were upheld. Combined, said rulings highlight market-distorting effects of European launch aid and testify as to strength of WTO as arbiter of international trade disputes.

NIST Collaboration demonstrates spin-orbit coupling of atoms.

April 4, 2011 Physicists at Joint Quantum Institute (JQI) have for the first time caused a gas of atoms to exhibit quantum phenomenon known as spin-orbit coupling. The new work, published in Nature, demonstrates this effect for the first time in bosons, and same technique could be applied to fermions, according to the researchers. Technique has potential applications to quantum computing, next-generation spintronics devices, and even atomtronic devices built from ultracold atoms.

ASTM Standard addresses agricultural raw materials in construction.

April 1, 2011 Proposed ASTM WK30419 standard may foster greater use of agricultural raw materials, which consist of ligno-cellulosic fibers, similar to wood fibers and particles. With standard, companies that want to bring agricultural fiber products to market will have a way of documenting performance and reliability. Alternative building industries will use standard to improve quality and distribution, and regulators can use standard to help with approvals and safety of alternative materials.
Electroindustry Business Confidence Index points to continued growth.

April 1, 2011 Senior executives at NEMA member companies reported that, on balance, business conditions facing their firms improved for fifth consecutive month in March. Electroindustry Business Confidence Index for current North American conditions measured 60.9. However, concerns over disruptions emanating from events in Japan and the Middle East contributed to decline in level of index from 69.6 a month ago. Also, survey's measure of intensity of change slipped to +0.3 from +0.6 in February.

April 1, 2011 NREL Senior Scientist Ibrahim Reda and NREL programming expert Afshin Andreas developed a Solar Position Algorithm (SPA) to calculate sun's position with low uncertainty of ±0.0003° at vertex, which is more than 30 times more precise than uncertainty levels for all other algorithms used in solar energy applications. Algorithm and its software are helping solar power manufacturers build more precise trackers, and it also has implications for cellular telephone and agriculture industries.

April 1, 2011 Developed by Subcommittee D01.42 on Architectural Coatings, ASTM D7488 provides means of determining the time available in which paint can be worked into previously painted area. Open time is a key performance property for coatings, particularly for brush applications. According to Carol Hawkins, a scientist with Dow Chemical Co., and chairman of D01.42, as we move away from using solvents in coatings, it is important to develop a test method that formulators can use to determine open time.
NTSB Safety Recommendations aim to improve airplane safety.

April 1, 2011 NTSB has made several recommendations, A-11-18 through A-11-31, to Federal Aviation Administration (FAA). Suggestions address committed-to-stop point, checklist standardization and use, as well as work with National Weather Service. Prescription sleep medication use and education on fatigue factors as well as common sleep-related conditions were also covered, along with runway excursion prevention technology research, wet runway landing distance data, and terrain database installation.
