July 7, 2011 Pitting competitors against each other to build functional electronics assembly within 30 min time limit, first annual IPC Midwest Hand Soldering Competition will be held September 21-22, 2011 in Schaumburg, IL. IPC Master Instructors will judge assemblies on soldering in accordance with IPC-J-STD-001, speed at which resulting assembly is produced, and overall electrical functionality of assembly itself. Cash prizes will be provided for winner and two runners up.

July 7, 2011 Through new provisions included in ASTM D7566-11 standard, up to 50% bioderived synthetic blending components can be added to conventional commercial and military jet (or gas turbine) fuel. These renewable fuel components, called hydroprocessed esters and fatty acids, are identical to hydrocarbons found in jet fuel, but come from vegetable oil-containing feedstocks, such as algae, camelina or jatropha, or from animal fats called tallow.

July 7, 2011 In an effort to facilitate growth and development of U.S. nuclear industry, Nuclear Energy Standards Coordination Collaborative is advancing standards coordination work in this area. A joint initiative of ANSI and NIST, the NESCC works to identify the standards needed for design, operation, development, licensing, and deployment of nuclear power plants and other nuclear technologies. Attendance is open to all stakeholders and free of charge, but advance registration is required by July 22.
DoC reopens comment period for regulatory cooperation activities.

July 7, 2011 U.S. Department of Commerce's International Trade Administration has reopened public comment period seeking input on regulatory cooperation activities between U.S. and European Union. Goal is to reduce or eliminate unnecessary divergences in regulatory measures that may impede trade in goods in the transatlantic marketplace, and to identify existing or emerging sectors that may benefit from transatlantic regulatory cooperation. Comment period is open through August 8, 2011.
EPA proposes safeguards for hazardous waste recycling.

July 7, 2011 Open for public comment, U.S. EPA's proposal modifies 2008 Definition of Solid Waste rule, which revised hazardous waste regulations to encourage recycling of hazardous materials. It will improve accountability and oversight of hazardous material recycling, while allowing for important flexibilities that will promote its economic and environmental benefits. Proposed rule will also create level playing field by requiring all forms of hazardous waste recycling to meet requirements.

It will continue to be compiled from the same data, though change was made to clarify what report tracks - manufacturing technology orders rather than manufacturing technology shipments. USMTO provides the most current insight into business conditions and accurately reflects actual activity of manufacturers and distributors.

July 7, 2011 Held in Washington, DC, 2011 BIO International Convention wrapped up with record number of partnering meetings, increased international attendance and participation, as well as pertinent panel sessions. Event drew 15,626 industry leaders from 48 states and 65 countries as well as 11 U.S. Governors and 100+ international public officials. BIO Business Forum hosted 21,183 partnering meetings between 2,410 companies and featured 157 company presentations.
Oil Independence Act can help biofuel producers.

July 7, 2011 "Oil Independence for a Stronger America Act" can help advanced biofuel producers secure financing for construction of projects. BIO thanked Senators Jeff Merkley, Tom Carper, and Michael Bennet for introducing legislation that would make algae and other second-generation biofuels eligible for the cellulosic biofuels production tax credit and create an optional investment tax credit. Eligibility for new technologies will help industry make measurable impact on nation's energy security.
ASABE to revise rear-mounted PTO standard.

July 7, 2011 ASABE has initiated a project to revise one of its standards for rear-mounted power take-off on agricultural tractors. ANSI/ASABE AD500-1:2004 W/Cor. 1 DEC2010 is an adoption, with deviations, of international standard ISO 500-1:2004, and was approved as ASABE standard in Dec 2010. An error was found in the Forward section, in which deviations from ISO document are listed. PTO output speed of 1000r/min shaft was incorrectly stated as 100r/min shaft.
IPC releases PCB industry results for May 2011.

July 7, 2011 According to North American PCB Statistical Program, rigid PCB shipments were flat at 0% growth and bookings decreased 13.4% in May 2011 from May 2010. Compared to previous month, rigid PCB shipments increased 0.3% and rigid bookings decreased 0.6%. Flexible circuit shipments in May 2011 were up 14.0% and bookings decreased 5.1% compared to May 2010. When compared to April, flexible circuit shipments decreased 6.9% and flex bookings jumped 22.0%. Combined book-to-bill ratio climbed to 0.99.

July 6, 2011 Interested parties are invited to participate in development of proposed standard ASTM WK32937, Guide for Determining Acceptable Nonhazardous Filling Substances for Packagings Subjected to the United Nations Performances Tests. Developed for purposes of design qualification and periodic testing of UN specification packaging, standard will facilitate consistent test methods and more reproducible results in hazardous materials package testing.

July 6, 2011 Once approved, proposed standard ASTM WK32076 will provide Insulating Concrete Form contractors with basic requirements to ensure that products are installed properly so that the end result is a structurally sound concrete wall assembly. For measuring floor flatness and pavement smoothness, proposed standard ASTM WK32398 will combine traditional manual straightedge approach with more recent data collection techniques such as F-numbers and the Waviness Index.

July 6, 2011 ANSI has released a report summarizing the range of perspectives voiced at the May 12 ANSI workshop, Standards Wars: Myth or Reality?, which brought together more than 200 attendees and over 70 more via teleconference to examine implications of conflict and duplication in the standards world. Report affirms that while conflict and duplication are deserving of continual review, U.S. voluntary consensus standardization system remains strong, effective, and responsive to nation's needs.

SmartWay Drayage Program aims to clean up air around port cities.

July 6, 2011 Coalition for Responsible Transportation, Environmental Defense Fund, and U.S. EPA launched EPA SmartWay Drayage Program, a goods movement initiative to clean up the air in and around ports. Through program, port trucking companies and independent owner-operators sign partnership agreement and commit to track diesel emissions, replace older dirtier trucks with newer cleaner ones, and achieve at least 50% reduction in particulate matter and 25% reduction in NOx.
Optical Tools produce ultra-low-noise microwave signals.

July 6, 2011 By combining laser technologies, NIST physicists generated microwave signals more pure and stable than those from conventional electronic sources. Apparatus consists of new application of optical frequency combs, tools based on ultrafast lasers for precisely measuring optical frequencies (colors) of light, and could improve signal stability and resolution in radar, communications and navigation systems, as well as atomic clocks.
